【摘要】：市場化與福利化之間的張力是影響醫(yī)療服務(wù)模式選擇的核心問題。俄羅斯今日的免費醫(yī)療模式意在市場化與福利化之間尋求一個均衡,通過強制保險制試圖讓政府參與和社會參與有效對接起來,從而讓國家與社會共同分擔疾病所導致的社會風險,進而實現(xiàn)醫(yī)療服務(wù)公平和有效地供給。與俄羅斯類似的國家社會主義、集體主義傳統(tǒng)以及制度轉(zhuǎn)型經(jīng)歷,使俄羅斯免費醫(yī)療體制對中國的醫(yī)療體制創(chuàng)新更具有啟發(fā)意義,中國要從社會福利政策的物質(zhì)保障、效率機制以及責任理念上進行更為深刻的思考。
[Abstract]:The tension between marketization and welfare is the core problem that affects the choice of medical service mode.Today's free health care model in Russia is intended to seek a balance between marketization and welfarization, and attempts to connect government participation with social participation effectively through compulsory insurance.Thus, the country and society share the social risk caused by the disease, and realize the fair and effective supply of medical service.Similar to Russia's national socialism, collectivism tradition and institutional transformation experience, Russia's free medical system has more enlightening significance for China's medical system innovation. China should start from the material protection of social welfare policy.Efficiency mechanism and the concept of responsibility for more profound thinking.
