【摘要】：哈薩克斯坦在俄羅斯和周邊世界之間扮演著地緣戰(zhàn)略支軸的角色,是中亞的關(guān)鍵國家,更是亞歐大陸“跳動(dòng)的心臟”。同時(shí)自獨(dú)立以來20年的發(fā)展,哈薩克斯坦超越中亞其他四個(gè)國家,成為該地區(qū)政治穩(wěn)定、經(jīng)濟(jì)繁榮的“領(lǐng)頭羊”。內(nèi)政外交的出色表現(xiàn)得到了國際社會(huì)對(duì)哈薩克斯坦的重視,加之豐富的能源資源,世界大國也把爭(zhēng)奪哈薩克斯坦作為了當(dāng)前一個(gè)時(shí)期的重點(diǎn)。在這樣的外部環(huán)境之下,哈薩克斯坦所奉行的“平衡外交”也在調(diào)整重心謹(jǐn)慎應(yīng)對(duì)。本文通過從哈薩克斯坦遇挫不撓的加入歐安組織到之后競(jìng)?cè)谓M織輪值主席的一系列外交舉措的分析研究,分析了哈薩克斯坦外交政策的近歐動(dòng)向。哈薩克斯坦借助在主席國任期內(nèi)活躍的開展各項(xiàng)工作,力促歐安組織峰會(huì)的召開,在借助歐安組織深化發(fā)展對(duì)歐關(guān)系的同時(shí),提升了其外交戰(zhàn)略中應(yīng)對(duì)大國關(guān)系的地位。哈薩克斯坦以國內(nèi)因素作為對(duì)外政策的制定依據(jù),所以文章在第一章界定了哈薩克斯坦的國家定位,包括國家屬性、國家利益和外交戰(zhàn)略三個(gè)層面的界定。從而為分析外交政策走向奠定判斷基礎(chǔ)。第二章著重研究各大國與哈薩克斯坦雙邊關(guān)系的歷史進(jìn)程和現(xiàn)實(shí)狀況,分析大國爭(zhēng)奪哈薩克斯坦的利益內(nèi)容,和在大國爭(zhēng)奪背景下哈薩克斯坦對(duì)維護(hù)利益的政策選擇。研究發(fā)現(xiàn)哈薩克斯坦應(yīng)對(duì)大國爭(zhēng)奪所做的選擇,是深化與歐洲的關(guān)系。第三章著重研究哈薩克斯坦發(fā)展對(duì)歐關(guān)系的辦法,即借助歐安組織,實(shí)現(xiàn)與歐洲的平等交往,深化對(duì)歐關(guān)系。本章全面介紹了歐安組織的進(jìn)程和法律框架。第四章著重研究哈薩克斯坦與歐安組織關(guān)系進(jìn)程,研究了哈薩克斯坦競(jìng)?cè)螝W安組織的臺(tái)前幕后。第五章研究的是哈薩克斯坦擔(dān)任2010年歐安組織主席國之后,深度開展對(duì)歐外交的措施和效果,以及評(píng)價(jià)。
[Abstract]:Kazakhstan plays the role of geo-strategic axis between Russia and the surrounding world, is a key country in Central Asia, but also the "beating heart" of Eurasia.At the same time, in the 20 years since independence, Kazakhstan overtook the other four countries in Central Asia to become the "leader" of political stability and economic prosperity in the region.The outstanding performance of domestic and foreign affairs has been attached great importance to Kazakhstan by the international community, in addition to the rich energy resources, the major countries in the world have also made the struggle for Kazakhstan the focus of the present period.In such an external environment, Kazakhstan's "balanced diplomacy" is also adjusting its focus carefully.This paper analyzes the trend of Kazakhstan's foreign policy in Europe by analyzing a series of diplomatic measures from Kazakhstan's indomitable accession to OSCE to the post of Chairman-in-Office of the organization.With the help of active work during the presidency, Kazakhstan urged the convening of the OSCE summit and promoted the status of dealing with the great powers in its diplomatic strategy while deepening the development of relations with Europe with the help of the OSCE.Kazakhstan takes domestic factors as the basis for the formulation of foreign policy, so the article defines Kazakhstan's national position in the first chapter, including the definition of national attributes, national interests and diplomatic strategies.So as to analyze the direction of foreign policy to lay the foundation for judgment.The second chapter focuses on the historical process and reality of the bilateral relations between the great powers and Kazakhstan, analyzes the content of the interests of the great powers competing for Kazakhstan, and Kazakhstan's policy choice to safeguard the interests under the background of the competition for the great powers.The study found that Kazakhstan's choice to compete for big powers was to deepen relations with Europe.The third chapter focuses on the development of Kazakhstan's relations with Europe, namely, with the help of OSCE, to realize equal exchanges with Europe and deepen relations with Europe.This chapter provides an overview of the OSCE process and legal framework.Chapter four focuses on the relationship between Kazakhstan and OSCE, and studies Kazakhstan as the front and background of OSCE.Chapter five studies the measures and effects of Kazakhstan's diplomacy to Europe in depth and its evaluation after assuming the chairmanship of OSCE in 2010.
