【摘要】： 西歐社會(huì)黨(包括社會(huì)黨、社會(huì)民主黨、工黨等,下同)是廣義的社會(huì)主義運(yùn)動(dòng)的一支重要流派,也是西歐政壇上十分強(qiáng)大的政治力量。二戰(zhàn)后,隨著各國政黨格局的變化,出現(xiàn)了世界政黨政治變革的新潮流。社會(huì)黨相繼在英、法、德、意等多數(shù)西歐國家執(zhí)政。他們執(zhí)政以后,通過不斷充實(shí)黨的價(jià)值觀念和思想理論、改進(jìn)黨的運(yùn)作方式等措施來擴(kuò)大黨的選民基礎(chǔ)和社會(huì)基礎(chǔ)并取得了較大的成就,西歐社會(huì)黨因應(yīng)時(shí)變轉(zhuǎn)換其執(zhí)政基礎(chǔ)的做法經(jīng)驗(yàn)給我黨帶來了一些有益的啟示。 論文共分三部分對(duì)西歐社會(huì)黨執(zhí)政基礎(chǔ)的轉(zhuǎn)換進(jìn)行了探討。 第一部分論述了二戰(zhàn)后西歐社會(huì)黨執(zhí)政基礎(chǔ)轉(zhuǎn)換的歷史背景。在闡述二戰(zhàn)后西歐社會(huì)黨執(zhí)政基礎(chǔ)的歷史過程中,分析了西歐社會(huì)黨面臨三方面的問題與挑戰(zhàn):科技革命和生產(chǎn)力的發(fā)展;傳統(tǒng)福利國家的弱化以及社會(huì)黨自身功能性危機(jī)等因素使選民支持率下降。作為執(zhí)政的西歐部分國家的社會(huì)黨面臨下臺(tái)的危機(jī),引出社會(huì)黨轉(zhuǎn)換其執(zhí)政基礎(chǔ)的研究主題。 第二部分分析了西歐社會(huì)黨轉(zhuǎn)換執(zhí)政基礎(chǔ)的主要措施及其局限性。西歐社會(huì)黨為鞏固其執(zhí)政地位,根據(jù)形勢變化和社會(huì)結(jié)構(gòu)的變遷,適時(shí)轉(zhuǎn)換執(zhí)政基礎(chǔ),具體措施主要表現(xiàn)在:堅(jiān)持與時(shí)俱進(jìn)的理論創(chuàng)新;關(guān)注社會(huì)公平的政治路線;改革社會(huì)黨自身組織功能三個(gè)方面。同時(shí)也指出了西歐社會(huì)黨在執(zhí)政基礎(chǔ)轉(zhuǎn)換中的局限性。 第三部分分析了西歐社會(huì)黨轉(zhuǎn)換執(zhí)政基礎(chǔ)的經(jīng)驗(yàn)給我黨帶來的啟示。對(duì)加強(qiáng)我黨的執(zhí)政能力建設(shè)有借鑒意義,主要從擴(kuò)大和鞏固我黨的社會(huì)基礎(chǔ)和階級(jí)基礎(chǔ);進(jìn)一步堅(jiān)持和完善效率與公平的平衡機(jī)制;加強(qiáng)和提高我黨自身的執(zhí)政能力建設(shè)三個(gè)方面進(jìn)行了論述。
[Abstract]:The Western European Socialist Party (including the Socialist Party, the Social Democratic Party, the Labour Party, etc.) is an important school in the broad sense of the socialist movement and a very powerful political force in the political field of Western Europe.After World War II, with the change of the political party pattern in various countries, a new trend of world party political reform appeared.The Socialist Party has ruled in most Western European countries, including Britain, France, Germany and Italy.After they came to power, they expanded the party's voter and social bases by constantly enriching the party's values and ideological theories, improving the party's operation methods, and made great achievements.The experience of Western European Socialist Party to change its ruling foundation has brought us some beneficial enlightenment.The thesis is divided into three parts to discuss the transformation of the ruling foundation of the Socialist Party in Western Europe.The first part discusses the historical background of the transformation of the ruling foundation of the Socialist Party in Western Europe after World War II.In the course of expounding the ruling foundation of the Socialist Party of Western Europe after World War II, this paper analyzes the problems and challenges faced by the Socialist Party of Western Europe in three aspects: the revolution of science and technology and the development of productive forces;The weakening of the traditional welfare state and the functional crisis of the Socialist Party lead to the decline of voter support.As a part of ruling western Europe, the Socialist Party is facing the crisis of stepping down, which leads to the research theme of the Socialist Party changing its ruling foundation.The second part analyzes the main measures and limitations of the transformation of the ruling basis of the Socialist Party in Western Europe.In order to consolidate the ruling position of the Socialist Party of Western Europe, according to the changes of the situation and the social structure, the ruling foundation should be changed in good time. The concrete measures are as follows: persisting in the theoretical innovation of keeping pace with the times, paying attention to the political line of social fairness;Reform the Socialist Party's own organizational function in three aspects.At the same time, it also points out the limitations of Western European Socialist Party in the transformation of the ruling foundation.The third part analyzes the enlightenment to our Party from the experience of the transformation of the ruling foundation of the Socialist Party in Western Europe.It can be used for reference to strengthen the construction of our Party's ruling ability, mainly from expanding and consolidating the social and class basis of our Party, further insisting and perfecting the balance mechanism of efficiency and fairness;Strengthen and improve our party's own ruling ability construction in three aspects.
