【摘要】：二戰(zhàn)后,日本自民黨長期執(zhí)掌日本政壇,形成"五五年體制"。自民黨由自由黨與民主黨合并而成,在合并過程中孕育了派閥。在自民黨派閥的發(fā)展中,總裁公選制、中選舉區(qū)制、傳統(tǒng)政治風(fēng)土促進(jìn)了派閥的增殖與固化。自民黨派閥在組織結(jié)構(gòu)與功能上模擬政黨,作為政策信息的傳播中樞,實(shí)現(xiàn)了政策信息在派閥內(nèi)外的流動(dòng)、共享;作為政黨與選民溝通的中介,實(shí)現(xiàn)了選民選票與政府政策的交換、循環(huán);作為籌集、分配政治資金、黨內(nèi)外人事安排的基本單位,實(shí)現(xiàn)了黨內(nèi)外政治資源的籌集、協(xié)調(diào)分配。自民黨派閥的模擬政黨化,實(shí)現(xiàn)了"五五年體制"下國家政權(quán)在自民黨派閥之間的輪替,在一定程度上維系了自民黨的長期政權(quán)。
[Abstract]:After World War II, Japan's Liberal Democratic Party (LDP) took charge of Japanese politics for a long time and formed a "five-five-year system."The LDP was merged by the Liberal Party and the Democratic Party.In the development of the LDP, the president election system, the electoral district system, and the traditional political atmosphere promoted the proliferation and solidification of the faction valves.The LDP faction simulates the political party in organizational structure and function, as the dissemination center of the policy information, realizes the flow and sharing of the policy information inside and outside the political party, and acts as the intermediary of the communication between the political party and the voters.As the basic unit of raising and distributing political funds and personnel arrangement inside and outside the party, the political resources inside and outside the party can be collected and distributed harmoniously.The simulated political party of the LDP faction realized the rotation of the state power between the LDP and the LDP under the "5-5 year system", and to some extent maintained the long-term power of the LDP.
