【摘要】：本文擬通過對中國和新加坡兩國電子政務(wù)發(fā)展模式進行梳理和比較分析，提出電子政務(wù)的發(fā)展應(yīng)以公共服務(wù)為導(dǎo)向，，積極滿足公眾的需求，以此為出發(fā)點對我國電子政務(wù)進行進一步的建設(shè)。文章開頭將電子政務(wù)的相關(guān)理論概念進行闡述，對后面的深入分析打好基礎(chǔ)。接著對國際的電子政務(wù)發(fā)展歷程進行總結(jié)。通過將我國的電子政務(wù)發(fā)展置身于世界范圍內(nèi)，明確我國的發(fā)展水平。然后對我國和新加坡的電子政務(wù)發(fā)展歷程進行比較、梳理，分別闡明我國與新加坡的發(fā)展差距及癥結(jié)所在。緊接從發(fā)展理念、網(wǎng)站建設(shè)、管理方式和法律體系的構(gòu)建等方面將我國與新加坡電子政務(wù)在整體框架內(nèi)進行全方位的比較。最后，根據(jù)兩國電子政務(wù)發(fā)展模式的比較和我國的具體國情得出了具體建議和措施，即以公共服務(wù)為導(dǎo)向發(fā)展電子政務(wù)，堅持“以公民為本”的政府理念、加強協(xié)調(diào)和整合能力建立“一站式”網(wǎng)站服務(wù)、引入競爭機制促進電子政務(wù)效率提高、建立健全相關(guān)法律保障提高公共服務(wù)獲取渠道的公平性。在文章的末尾，還根據(jù)我國的發(fā)展現(xiàn)狀、發(fā)展?jié)摿σ约罢叩闹敢龀隽宋磥砦覈娮诱⻊?wù)發(fā)展趨勢的預(yù)測。
[Abstract]:This paper proposes that the development of e-government should be oriented to public service and actively meet the needs of the public by combing and comparing the development models of E-government between China and Singapore.Take this as the starting point to carry on the further construction to our country e-government.At the beginning of the article, the related theories and concepts of e-government are expounded, and the foundation of further analysis is laid.Then the development of international e-government process is summarized.By putting the development of e-government in the world, the level of development of our country is clear.Then the paper compares the development of E-government between China and Singapore, and clarifies the gap and crux between China and Singapore.Immediately from the development concept, website construction, management mode and legal system construction and other aspects of our country and Singapore e-government in the overall framework of a comprehensive comparison.Finally, according to the comparison of the two countries' e-government development mode and the specific national conditions of our country, the paper draws some concrete suggestions and measures, that is, to take public service as the guide to develop e-government, and to adhere to the government concept of "citizen first".Strengthen coordination and integration ability to establish "one-stop" website service, introduce competition mechanism to promote the efficiency of e-government, establish and perfect the relevant legal guarantee to improve the fairness of public service access channel.At the end of the article, according to the development situation, the development potential and the guidance of the policy, the future trend of e-government in China is predicted.
