【摘要】： 新加坡社會的有序發(fā)展向來被世界各國所認同。其中,最重要的因素就是政府所實施的有效社會控制方式。它是實現(xiàn)社會有效管理、制約和指導社會成員社會行為的方式和途徑。本文將對新加坡人民行動黨政府所采取的成功有效的社會控制方式進行探討和研究,從而找到我國可資借鑒的方面。 本文分四章展開論述:第一章闡述了社會控制方式的基本理論。本章通過對社會控制的涵義、社會控制方式的涵義及分類的介紹,闡明政府的社會控制方式及其特征。第二章具體闡述了新加坡人民行動黨政府的社會控制方式。本章以人民行動黨的執(zhí)政機制為基礎展開討論,說明人民行動黨政府的社會控制方式是建立在其特有的執(zhí)政機制基礎之上的;并從政策、策略、制度等方面對人民行動黨政府處理與其他社會各主要群體——反對黨、工會、基層民眾、社區(qū)的關系而采取的控制方式進行了詳細闡釋。說明新加坡政府對待不同社會群體控制方式所呈現(xiàn)出的各自特點。第三章主要討論了新加坡人民行動黨政府社會控制方式的演變。本章通過對新加坡三代領導人李光耀、吳作棟、李顯龍執(zhí)政的不同時期,人民行動黨政府從控制思想、政策、制度、策略等方面對反對黨、工會、基層民眾、社區(qū)所采用的控制方式的系統(tǒng)分析與比較,進一步加深了對新加坡政府靈活調整社會控制方式的認識,既有著對前者的傳承,又各具時代特點。第四章闡明了新加坡人民行動黨政府的社會控制方式對中國的啟示。本章分析了中國社會控制現(xiàn)狀中存在的問題:利益分配不合理;法制建設不完善;反腐敗難度加大;社會控制方式不靈活。與此同時,闡釋了新加坡政府的有效社會控制方式對加強我國社會發(fā)展和政府治理的借鑒意義,為我國政府在采用合理社會控制方式上指明了方向:明確社會控制理論的重要性;轉變政府職能;健全利益協(xié)調機制;加強干部隊伍建設。 新加坡政府對社會各群體所采用的有效社會控制方式不僅加深了我們對新加坡社會有序發(fā)展和政府社會有效治理的認識,同時也為我國政府在社會控制方式的靈活采用上提供了一定的依據(jù)和借鑒意義;對社會治理的理論和實踐的完善也具有一定的指導意義。
[Abstract]:The orderly development of Singapore society has always been recognized by countries all over the world.Among them, the most important factor is the effective social control mode implemented by the government.It is the way to realize social effective management, restrict and guide social behavior of social members.In this paper, the successful and effective ways of social control adopted by the Government of the people's Action Party of Singapore are discussed and studied, so as to find out the aspects that can be used for reference in our country.This paper is divided into four chapters: the first chapter describes the basic theory of social control.Through the introduction of the meaning of social control, the meaning and classification of social control, this chapter clarifies the government's social control mode and its characteristics.The second chapter elaborates the social control mode of the Singapore people's Action Party government.This chapter is based on the ruling mechanism of the people's Action Party, and explains that the social control mode of the government of the people's Action Party is based on its unique governing mechanism, and from the policy, strategy,System and other aspects of the people's Action Party government and other social major groups-opposition parties, trade unions, grass-roots people, the community adopted to control the way of control.It shows that Singapore government has its own characteristics in its control of different social groups.The third chapter mainly discusses the evolution of the social control mode of the people's Action Party of Singapore.In this chapter, through the three generations of Singaporean leaders Li Guangyao, Goh Chok Tong, Lee Hsien Loong in power in different periods, the people's Action Party government from the control of ideas, policies, systems, strategies and other aspects of opposition parties, trade unions, grass-roots people,The systematic analysis and comparison of the control mode adopted by the community has further deepened the understanding of the flexible adjustment of the social control mode by the Singapore government, which not only inherits the former, but also has its own characteristics of the times.The fourth chapter expounds the inspiration to China of the social control mode of the Singapore people's Action Party government.This chapter analyzes the problems existing in the current situation of social control in China: unreasonable distribution of interests, imperfect legal system construction, increasing difficulty in combating corruption, and inflexibility of social control methods.At the same time, it explains the significance of Singapore government's effective social control to strengthen our country's social development and government governance.This paper points out the direction for our government to adopt the reasonable social control mode: to make clear the importance of the social control theory, to change the government function, to perfect the interest coordination mechanism, and to strengthen the construction of the contingent of cadres.The effective mode of social control adopted by the Government of Singapore over various social groups has not only deepened our understanding of the orderly development of Singapore's society and the effective governance of its society,At the same time, it also provides a certain basis and reference for our government in the flexible use of social control, and also has certain guiding significance for the improvement of the theory and practice of social governance.
