【摘要】：繼歐洲難民潮和北美非法移民引發(fā)國際社會廣泛關注后,東南亞也爆發(fā)了嚴重的移民危機。東南亞國家普遍采取的將移民視為威脅的"安全化"行動不僅無助于移民危機的消解,反而加速了危機的升級,成為對地區(qū)穩(wěn)定和東盟共同體建設的重大挑戰(zhàn)。認識到移民政策"安全化"所帶來的嚴重后果,東南亞各國開始尋求加快推進移民的區(qū)域治理,由此產生了地區(qū)國家"安全化"行動與"區(qū)域化"進程兩者并存的發(fā)展態(tài)勢。然而,在區(qū)域化進程中,東南亞諸國面臨治理維度發(fā)展失衡,政策行動上存在共識缺乏和能力制約等挑戰(zhàn)。為此,東盟需要突破當前東南亞地區(qū)國家的"安全化"反應模式,實現均衡治理和統(tǒng)一行動。作為東盟的重要鄰國,中國應積極研究對策,加強多邊合作與協(xié)調,維護地區(qū)穩(wěn)定與國家安全。
[Abstract]:Following the widespread concern of the international community over the influx of refugees in Europe and illegal immigration in North America, There has also been a serious migration crisis in Southeast Asia. The widespread "security" campaign by Southeast Asian countries, which regards migrants as a threat, not only does not contribute to the resolution of the immigration crisis, but on the contrary, accelerates the escalation of the crisis. Becoming a major challenge to regional stability and the building of the ASEAN Community. Recognizing the serious consequences of the "securitization" of migration policies, the countries of South-East Asia have begun to seek to accelerate the promotion of regional governance of migration, As a result, the "security" and "regionalization" of regional countries coexist. However, in the process of regionalization, Southeast Asian countries are faced with the development imbalance of governance dimension. There are challenges in policy action, such as lack of consensus and capacity constraints. To this end, ASEAN needs to break through the current "securitized" response model of countries in the Southeast Asian region and achieve balanced governance and unified action... as an important neighbour of ASEAN, China should actively study countermeasures, strengthen multilateral cooperation and coordination, and safeguard regional stability and national security.
