【摘要】：正2015年12月初,土耳其政府派出地面部隊(duì)進(jìn)入伊拉克境內(nèi),準(zhǔn)備在摩蘇爾附近的營(yíng)地訓(xùn)練伊拉克庫(kù)爾德自治區(qū)武裝和其他遜尼派武裝。此前,盡管土耳其在伊拉克境內(nèi)已有一些教官,但此次派兵卻是在伊拉克政府明確表態(tài)不再接受外國(guó)增派地面部隊(duì)之后。伊拉克庫(kù)爾德自治區(qū)事后表態(tài)傾向土耳其,表示類似部署早有先例。但身為庫(kù)爾德人的伊拉克總統(tǒng)穆罕默德·福阿德·馬蘇姆(Fuad Masum)卻明確表示,土耳其的行為"違反了國(guó)際規(guī)
[Abstract]:In early December 2015, the Turkish government sent ground troops into Iraq to train Iraqi Kurdistan and other Sunni forces in camps near Mosul. Although Turkey already has some instructors in Iraq, the troops were sent after the Iraqi government made it clear that it would no longer accept additional foreign ground troops. The Iraqi Kurdistan Autonomous region later expressed its preference for Turkey. There has been a precedent for similar deployments. But Mohamed Fuat, President of Iraq, a Kurd, made it clear that Turkey's actions were "a violation of international regulations."
