【摘要】：美國的情報監(jiān)督機制可分為外部監(jiān)督和內(nèi)部監(jiān)督兩部分,情報界的監(jiān)察長監(jiān)督機制是內(nèi)部監(jiān)督機制的重要組成部分。經(jīng)過美國國會的努力,美國情報界現(xiàn)已構(gòu)建了以情報界監(jiān)察長為首、情報界各機構(gòu)的監(jiān)察長為成員、情報界監(jiān)察長論壇為協(xié)調(diào)工具的情報界監(jiān)察長內(nèi)部監(jiān)督機制。該機制具有法治化、專業(yè)化和相對獨立的特點,但存在監(jiān)督效率不高、對檢舉人保護不力等問題,尚未達到其設(shè)立之初的預(yù)定目標和國會的期望。"斯諾登事件"發(fā)生后,美國國會試圖進一步推動情報界內(nèi)部監(jiān)察長監(jiān)督機制的法治化進程,以期完善該機制,但美國總統(tǒng)所代表的行政部門就此問題與國會展開了激烈的博弈。
[Abstract]:The United States intelligence oversight mechanism can be divided into two parts: external supervision and internal supervision, the inspector general of the intelligence community supervision mechanism is an important part of the internal supervision mechanism. After the Congress of the United States to the U.S. intelligence community has been established to monitor the intelligence community long headed by the intelligence community agencies, the inspector general for members of the intelligence community supervision long forum for coordination tools monitoring intelligence community long internal supervision mechanism.
