【摘要】：1978年改革開放以來，中國大陸新移民成為國際移民中令人矚目的一支。歐盟各國是中國大陸新移民的重要目的地之一。本文認為研究歐盟國家的中國大陸新移民必須與歐盟移民政策相結合，這是因為移民政策是各國政治、經(jīng)濟、社會、文化政策的集中體現(xiàn)，在很大程度上影響著國際移民，是當代國際移民中最主要、經(jīng)常起作用的因素，沒有什么因素比移民政策更影響移民的流向和規(guī)模了。本文通過對歐盟移民政策和中國大陸新移民的分析，，揭示兩者的發(fā)展變化是一個互為影響的過程，并且嘗試對這一動態(tài)過程進行考察來正確認識在歐盟國家的中國大陸新移民尤其是非法移民。本文首先以國際移民理論為研究基石，從宏觀視角描述國際移民的發(fā)展趨勢，將中國移民納入國際移民視野；其次對歐盟及其成員國移民政策的產(chǎn)生、發(fā)展與演變進行分析，闡述歐盟移民政策的變化與外來移民是互為影響的；然后重點對歐盟國家的中國大陸新移民進行考察，對他們的遷移行為、流動特點及現(xiàn)狀進行剖析，并以中國浙江、福建的新移民為例，探討他們移民歐盟國家的動力機制；接著在此基礎上重點闡述了歐盟各國移民政策與中國大陸新移民是如何互為影響的；最后對未來中國移民歐洲的趨勢進行前瞻性分析，針對歐盟移民政策與中國大陸新移民各自存在的問題，提出中國與歐盟應共同合作解決移民問題，并對他們的努力方向提出具有現(xiàn)實意義的見解。
[Abstract]:Since the reform and opening up in 1978, The EU countries are one of the important destinations for the new immigrants from mainland China. This paper holds that the study of the new immigrants from the EU countries must be combined with the EU immigration policy. This is because immigration policy is the concentrated embodiment of the political, economic, social and cultural policies of various countries, and to a large extent affects international migration, and is the most important and often effective factor in contemporary international migration. There are no factors that affect the flow and scale of immigrants more than immigration policies. This paper, through an analysis of the EU immigration policy and the new immigrants from mainland China, reveals that the development and change of the two are a process of mutual influence. And try to investigate this dynamic process in order to correctly understand the new immigrants of mainland China, especially illegal immigrants in EU countries. Firstly, this paper describes the development trend of international migration from a macro perspective, based on the theory of international migration as the cornerstone of the research. Secondly, it analyzes the emergence, development and evolution of the immigration policies of the EU and its member states, and expounds that the changes of EU immigration policies and immigrants have a mutual impact on each other. Secondly, it focuses on the investigation of Chinese new immigrants from EU countries, analyzes their migration behavior, mobility characteristics and current situation, and discusses the dynamic mechanism of their emigration to EU countries by taking the new immigrants from Zhejiang and Fujian provinces of China as an example. On the basis of this, the paper focuses on how the immigration policies of EU countries and new immigrants from mainland China influence each other. Finally, it makes a forward-looking analysis of the future trend of Chinese emigration to Europe. Aiming at the problems of EU immigration policy and new immigrants from mainland China, this paper puts forward that China and EU should work together to solve the immigration problem, and put forward some practical opinions on the direction of their efforts.
