【摘要】：縱觀各國(guó)社會(huì)救助制度的發(fā)展,它是保障社會(huì)穩(wěn)定的最后一道防線,也是窮人的最低生活標(biāo)準(zhǔn)的最低保障線。首先,社會(huì)救助制度促進(jìn)了人權(quán)意識(shí)的形成,保證社會(huì)貧困人民的基本人權(quán),包括尊重權(quán)。其次,社會(huì)救助制度促進(jìn)了社會(huì)公平意識(shí)的增強(qiáng)。無論是發(fā)達(dá)國(guó)家還是發(fā)展中國(guó)家,社會(huì)救助制度的不斷完善將是維持社會(huì)安定、人民安康的重要制度。建立和完善社會(huì)救助制度,是解決國(guó)家貧困的重要制度,更重要的是也是實(shí)現(xiàn)社會(huì)穩(wěn)定和公正的制度之一。在經(jīng)濟(jì)全球化的背景下,世界各國(guó)根據(jù)自身的國(guó)情形成了各具特色的社會(huì)救助運(yùn)行模式和制度安排。本文比較分析中外社會(huì)救助制度的意義在于,通過分析和論述國(guó)外社會(huì)救助制度發(fā)展和完善過程中的經(jīng)驗(yàn)和教訓(xùn),把握世界部分典型國(guó)家社會(huì)救助制度的總體發(fā)展和完善狀況,結(jié)合中國(guó)制度背景、經(jīng)濟(jì)背景、社會(huì)背景的基礎(chǔ)之上,取國(guó)外社會(huì)救助制度經(jīng)驗(yàn)之精華,去其糟粕,為我所用,使中國(guó)社會(huì)救助制度在參與經(jīng)濟(jì)全球化的過程中平穩(wěn)地與世界接軌。本文在理論闡述和數(shù)據(jù)分析的基礎(chǔ)上,結(jié)合理論性、系統(tǒng)性和實(shí)用性的分析特點(diǎn),主要在論述了社會(huì)救助制度的內(nèi)涵、結(jié)構(gòu)、社會(huì)救助目標(biāo)與反貧困的基礎(chǔ)之上。重點(diǎn)以中外社會(huì)救助制度的產(chǎn)生與發(fā)展歷程、部分國(guó)家及我國(guó)社會(huì)救助制度模式及實(shí)施效果、中外社會(huì)救助制度經(jīng)費(fèi)籌集及管理模式、中外社會(huì)救助制度管理體制、中外社會(huì)救助制度立法實(shí)踐等為一條線,總體論述了中外社會(huì)救助制度的演進(jìn)發(fā)展和完善過程、運(yùn)行效果及未來發(fā)展趨勢(shì),將國(guó)內(nèi)外社會(huì)救助最新的發(fā)展和完善成果體現(xiàn)在本文當(dāng)中。通過比較分析的方法,以美國(guó)、英國(guó)、德國(guó)、新加坡、北歐五國(guó)等國(guó)家為例分析各國(guó)社會(huì)救助制度的救助對(duì)象、救助條件、救助水平及救助效果,并與中國(guó)社會(huì)救助制度作比較。通過論述和總結(jié)世界上部分典型國(guó)家社會(huì)救助制度的實(shí)施效果,分析部分國(guó)家社會(huì)救助制度的發(fā)展和完善經(jīng)驗(yàn)對(duì)中國(guó)的啟示。結(jié)合中國(guó)的具體國(guó)情,為中國(guó)社會(huì)救助制度的發(fā)展提出建設(shè)性建議。
[Abstract]:Looking at the development of social assistance systems in various countries, it is the last line of defense to ensure social stability and the minimum guarantee line for the poor to meet the minimum standard of living. First of all, the social assistance system has promoted the formation of a sense of human rights. Guarantee the basic human rights of the poor people in society, including the right to respect. Secondly, the social assistance system promotes the enhancement of the awareness of social equity. Whether in developed or developing countries, the continuous improvement of the social assistance system will be to maintain social stability, The establishment and improvement of the social assistance system is an important system for solving national poverty and, more importantly, for achieving social stability and justice. In the context of economic globalization, According to their own national conditions, countries in the world have formed their own characteristics of social assistance operation mode and institutional arrangements. The significance of the comparative analysis of the Chinese and foreign social assistance system lies in, By analyzing and discussing the experiences and lessons in the process of development and perfection of the social assistance system in foreign countries, we can grasp the overall development and perfection of the social assistance system in some typical countries in the world, combining with the background of the Chinese system and the economic background. On the basis of the social background, take the essence of the experience of the foreign social assistance system, discard the dregs and use it for us. In the process of participating in the process of economic globalization, China's social assistance system will be smoothly connected with the world. Based on the theoretical elaboration and data analysis, this paper combines the theoretical, systematic and practical characteristics of the analysis. On the basis of discussing the connotation, structure, goal and anti-poverty of the social assistance system, the paper focuses on the emergence and development of the social assistance system at home and abroad, as well as the mode and implementation effect of the social assistance system in some countries and our country. The financing and management mode of social assistance system, the management system of Chinese and foreign social assistance system, the legislative practice of Chinese and foreign social assistance system are the same line. The evolution, development and perfection process of social assistance system are discussed. Operation effect and future development trend, the latest development and perfect achievement of social assistance at home and abroad are reflected in this paper. By means of comparative analysis, the United States, the United Kingdom, Germany, Singapore, the United States of America, the United Kingdom, Germany, Singapore, The five Nordic countries, for example, analyzed the object, conditions, level and effect of social assistance systems in various countries. By discussing and summarizing the effect of social assistance system in some typical countries in the world, This paper analyzes the enlightenment to China from the development and perfection experience of some countries' social assistance system, and puts forward constructive suggestions for the development of China's social assistance system in the light of the specific conditions of China.
