【摘要】：巴基斯坦的財(cái)政制度對(duì)俾路支民族分離主義運(yùn)動(dòng)發(fā)展有著重要影響:1974-2009年間的財(cái)政體制對(duì)俾路支省極不公平,加上俾路支人在政治上代表權(quán)的不足,這是這一期間俾路支民族分離主義運(yùn)動(dòng)泛濫的重要原因;2010年財(cái)政改革方案的實(shí)施,在一定程度上抑制了俾路支地區(qū)的民族分離主義傾向。中巴經(jīng)濟(jì)走廊是解決俾路支民族分離主義問(wèn)題的重要契機(jī),巴聯(lián)邦政府可以借機(jī)通過(guò)進(jìn)一步推進(jìn)財(cái)政制度改革來(lái)化解分離主義團(tuán)體與聯(lián)邦政府的矛盾,維護(hù)國(guó)家統(tǒng)一。
[Abstract]:Pakistan's fiscal system had an important impact on the development of the Baloch national separatist movement. The fiscal system in the period 1974-2009 was extremely unfair to Baluchistan, and the Baloch people were under political representation. This was an important reason for the proliferation of the Baloch national separatist movement during this period; the implementation of the fiscal reform programme in 2010, To some extent, it has restrained the tendency of national separatism in the Baloch area. The China-Pakistan economic corridor is an important opportunity to solve the issue of Baloch ethnic separatism. The federal government of Pakistan can take the opportunity to resolve the contradiction between separatist groups and the federal government by further promoting the reform of the fiscal system and to safeguard national unity.
