【摘要】： 隨著政府信任的衰退成為國際間的一種普遍現(xiàn)象，政府信任已經(jīng)成為政治學(xué)和行政學(xué)倍受關(guān)注的研究話題。作為一種特殊的信任關(guān)系，政府信任是一種政治情感和理性合作的統(tǒng)一。選擇適當(dāng)?shù)恼卫砟Ｊ讲粌H可以直接構(gòu)建政府與公眾之間的和諧政治關(guān)系，而且可以提升政府能力和政府績效，增進(jìn)政府的合法性來源。本文運用社會學(xué)、心理學(xué)、管理學(xué)、政治學(xué)、行政學(xué)和法學(xué)等多學(xué)科的方法，，以信任理論為依據(jù)，對政府信任的基本概念以及內(nèi)在機(jī)理、風(fēng)險因素和對象結(jié)構(gòu)進(jìn)行基礎(chǔ)性研究。在此基礎(chǔ)之上，比較官僚制行政、新公共管理與新公共行政的范式轉(zhuǎn)換及其政府信任問題，分別從價值理念、行為方式和制度保障三方面相對應(yīng)地論證政府信任關(guān)系的構(gòu)建途徑，證明民主行政是構(gòu)建政府和公眾和諧信任關(guān)系的理想模式。最后，比較分析國外政府信任衰落現(xiàn)象及其民主治理經(jīng)驗，梳理當(dāng)代中國政府信任的現(xiàn)狀及其缺失原因，為同步構(gòu)建和諧政府信任關(guān)系和服務(wù)型政府提供理論基礎(chǔ)和實踐措施。
[Abstract]:As the decline of government trust has become a common phenomenon in the world, government trust has become a subject of great concern in political science and administration. Government trust is a unity of political emotion and rational cooperation. Choosing the appropriate government governance model can not only directly build a harmonious political relationship between the government and the public, but also enhance the ability and performance of the government. This paper uses the methods of sociology, psychology, management, political science, administration and law, based on the theory of trust, to analyze the basic concept and internal mechanism of government trust. On the basis of the basic research on risk factors and object structure, this paper compares the paradigm transformation of bureaucratic administration, new public administration and new public administration, and the trust of government, respectively from the value concept, the new public administration and the new public administration. The behavior mode and the system guarantee demonstrate the way of constructing the trust relationship between the government and the public correspondingly, and prove that the democratic administration is the ideal mode to construct the harmonious trust relationship between the government and the public. This paper compares and analyzes the decline of foreign government trust and its experience of democratic governance, combs the present situation and the reasons of lack of government trust in contemporary China, and provides the theoretical basis and practical measures for the simultaneous construction of harmonious government trust relationship and service-oriented government.
