【摘要】：自2008年全球性金融危機(jī)以后,美國(guó)的經(jīng)濟(jì)實(shí)力相對(duì)衰落,在國(guó)際事務(wù)中的領(lǐng)導(dǎo)地位有所下降,而中國(guó)作為發(fā)展中國(guó)家快速崛起,引起了美國(guó)上下關(guān)于對(duì)華政策的討論,其中規(guī)模最大、頻率最高且最具影響的,當(dāng)數(shù)每四年一度的美國(guó)總統(tǒng)選舉,兩黨候選人在初選和正式大選過(guò)程中都不斷地以各種形式、各種立場(chǎng)、各種態(tài)度拋出中國(guó)議題,其內(nèi)容幾乎覆蓋了美國(guó)公共政策的各個(gè)方面。美國(guó)大選中為何中國(guó)議題如此突出?本文擬以此為核心問(wèn)題,梳理事實(shí),解析原因,提出建言。本文的主要內(nèi)容分為三個(gè)部分。第一部分主要對(duì)2008年金融危機(jī)后的三次美國(guó)總統(tǒng)大選中出現(xiàn)的中國(guó)議題進(jìn)行分類梳理,并大致分為金融經(jīng)貿(mào)類議題、外交戰(zhàn)略類議題、臺(tái)灣議題及人權(quán)議題等等。第二部分在梳理各類中國(guó)議題后,對(duì)其在美國(guó)總統(tǒng)大選中出現(xiàn)的背后根源進(jìn)行深入思考。其原因主要有:第一,應(yīng)對(duì)中國(guó)崛起,轉(zhuǎn)移民眾注意以緩解國(guó)內(nèi)政府的壓力;第二,受兩黨選舉政治的驅(qū)動(dòng),為爭(zhēng)取所屬黨派話語(yǔ)權(quán)進(jìn)行政治營(yíng)銷;第三,中國(guó)議題迎合美國(guó)選民的偏好,可以爭(zhēng)取華裔選民和搖擺州選民的關(guān)注及選票;第四,順應(yīng)利益集團(tuán)和媒體的輿論潮流。對(duì)此,在第三部分中將在此基礎(chǔ)上,對(duì)中國(guó)應(yīng)對(duì)美國(guó)大選中的中國(guó)議題提出有效的思考和建議。中國(guó)應(yīng)該積極加強(qiáng)中美戰(zhàn)略溝通;創(chuàng)造性地加強(qiáng)中美公共外交,擴(kuò)展人文交流;加強(qiáng)對(duì)外宣傳,主動(dòng)設(shè)置積極的中國(guó)議題,為中美關(guān)系穩(wěn)步發(fā)展創(chuàng)造良好的輿論和人文環(huán)境。近年來(lái),國(guó)內(nèi)和國(guó)外學(xué)術(shù)界對(duì)于美國(guó)總統(tǒng)大選的研究不斷增多,但大都集中在選舉制度或者總統(tǒng)個(gè)人研究層面,對(duì)于大選中所涉及中國(guó)議題的研究成果較少。由于國(guó)際環(huán)境的變化,中國(guó)事務(wù)自2008年后開(kāi)始在美國(guó)總統(tǒng)大選中從低級(jí)政治走向高級(jí)政治,在候選人議題中占據(jù)重要地位,因此本文將重點(diǎn)研究2008年金融危機(jī)后三次美國(guó)總統(tǒng)大選中所涉及到的中國(guó)議題。對(duì)中國(guó)而言,通過(guò)分析美國(guó)總統(tǒng)大選中所涉及的中國(guó)議題的內(nèi)容及其產(chǎn)生的背后原因,不僅可以了解美國(guó)的政治文化和價(jià)值觀,也對(duì)提出相應(yīng)對(duì)策,維護(hù)中美兩國(guó)關(guān)系穩(wěn)步發(fā)展至關(guān)重要。
[Abstract]:Since the global financial crisis in 2008, the relative decline of the economic strength of the United States and the decline of its leadership in international affairs have led to the rapid rise of China as a developing country, which has led to discussions about the United States' policy towards China. Of these, the largest, the highest frequency and the most influential are the US presidential elections, which take place every four years. During the primaries and official general elections, candidates from both parties constantly throw out the Chinese issue in various forms, positions and attitudes. It covers almost every aspect of American public policy. Why is China so prominent in the US election? This article intends to take this as the core question, combs the fact, analyzes the reason, The main content of this paper is divided into three parts. The first part mainly classifies the Chinese issues that emerged in the three American presidential elections after the 2008 financial crisis, and roughly divides them into the financial and economic issues. Diplomatic strategic issues, Taiwan issues, human rights issues, and so on. The second part, after combing all kinds of China issues, deeply ponders over the root causes behind the emergence of China in the US presidential election. The main reasons are: first, to deal with the rise of China. To divert the public's attention to ease the pressure on the domestic government; second, driven by bipartisan election politics, to conduct political marketing for the voice of their own party; third, the Chinese issue caters to the preferences of American voters. To win the attention and votes of Chinese voters and swing state voters; 4th, to conform to the trend of public opinion of interest groups and the media. For this, the third part will build on this. China should actively strengthen strategic communication between China and the United States; creatively strengthen public diplomacy between China and the United States; expand people-to-people exchanges; and step up propaganda abroad. Take the initiative to set up a positive China issue, create a good public opinion and humanistic environment for the steady development of Sino-US relations. In recent years, the research on the US presidential election has been increasing in both domestic and foreign academic circles. However, most of them are focused on the election system or on the level of personal studies of the President. The research results on the Chinese issues involved in the general election are relatively few. As a result of the changes in the international environment, Since 2008, Chinese affairs have moved from low-level to high-level politics in the US presidential election, and have played an important role in the issue of candidates. Therefore, this paper will focus on the Chinese issues involved in the three American presidential elections after the financial crisis in 2008. For China, by analyzing the contents of the Chinese issues involved in the US presidential election and the reasons behind them, It is important not only to understand American political culture and values, but also to put forward corresponding countermeasures to maintain the steady development of Sino-American relations.
