【摘要】：創(chuàng)新英國是一個獨立于政府的非營利性公共服務(wù)機構(gòu),通過合作研究開發(fā)及知識轉(zhuǎn)讓,為政府提供科技發(fā)展的建議。本文主要通過對創(chuàng)新英國進行介紹的方式,包括其發(fā)展歷程和目標、組織管理結(jié)構(gòu)、運行模式和運行效果等,來了解像創(chuàng)新英國這樣的國家創(chuàng)新機構(gòu)是如何貫徹開放式創(chuàng)新政策,發(fā)揮目標導(dǎo)向型組織的基本職能,如何在創(chuàng)新系統(tǒng)這個核心位置對各個領(lǐng)域進行引導(dǎo),通過科技創(chuàng)新推動英國的經(jīng)濟發(fā)展。同時也通過創(chuàng)新英國在運行當(dāng)中的經(jīng)驗,建議我國形成以目標為邏輯起點的組織管理模式,努力打造新型資助模式,并轉(zhuǎn)移中小企業(yè)的創(chuàng)新風(fēng)險。
[Abstract]:Innovation UK is a non-profit public service organization independent of government. It provides advice to the government on the development of science and technology through collaborative research and development and knowledge transfer. Including its development history and goal, organization management structure, operation mode and operation effect, etc., to understand how national innovation institutions such as innovation UK carry out open innovation policy and give play to the basic functions of goal-oriented organizations. How to guide the various fields in the core position of the innovation system and promote the economic development of the United Kingdom through scientific and technological innovation. At the same time, we can also innovate the experience of the United Kingdom in its operation. It is suggested that our country should form an organization and management model with the logical starting point of goal, try to create a new type of funding model, and transfer the innovation risk of small and medium-sized enterprises.
