【摘要】：斯皮克曼在邊緣地帶理論中從國家大戰(zhàn)略的角度論述了邊緣地帶與世界權(quán)力之間的關(guān)系,他認(rèn)為邊緣地帶不僅是海上強(qiáng)國與陸上強(qiáng)國爭奪全球霸權(quán)的焦點(diǎn),而且邊緣地帶自身的政治格局也將會影響著更大范圍內(nèi)的國際政治格局和大國關(guān)系,邊緣地帶上的半島,特別是位于亞歐大陸東西兩端的朝鮮半島和整個歐洲半島,這種影響更為明顯。朝鮮半島處于東北亞的地理中心,歷來是大國戰(zhàn)略博弈的焦點(diǎn),不僅體現(xiàn)著海上強(qiáng)國與陸上強(qiáng)國之間的較量,而且半島自身的統(tǒng)一與分裂也將牽動著地區(qū)內(nèi)其他國家的神經(jīng)。在東北亞每一次地緣政治格局的變動中,大國對朝鮮半島的主導(dǎo)權(quán)和影響力都是東北亞國際政治的中心內(nèi)容。朝鮮戰(zhàn)爭以后,東北亞雖然沒有再生戰(zhàn)事,但是朝鮮半島仍然是國際政治的熱點(diǎn),大國在半島周邊的互動從來沒有放慢腳步。朝鮮半島的戰(zhàn)略地位已經(jīng)得到認(rèn)可,但是就東北亞地緣政治格局演變中朝鮮半島地理因素的影響,卻是一個尚未得到充分關(guān)注的問題。地理因素是地緣政治理論的前提和背景要素,朝鮮半島的形狀、瀕海程度、出海通道、窄頸部位等特殊的地理?xiàng)l件,是東北亞地區(qū)國家面臨的相對穩(wěn)定的自然要素,在一定程度上制約著地緣政治格局的演變。朝鮮半島是中國的近鄰,半島及其周邊的任何事端都難免對中國產(chǎn)生影響。朝鮮半島的地理因素對東北亞地緣政治的影響與東北亞地緣政治格局演變的歷史經(jīng)驗(yàn)對中國實(shí)現(xiàn)在東北亞的安全利益具有重要的借鑒意義,為中國的東北亞政策提供了正確的戰(zhàn)略指向：深入貫徹落實(shí)周邊外交、大國外交理念,堅持維護(hù)朝鮮半島的和平與穩(wěn)定,堅持積極防御的國防戰(zhàn)略,加強(qiáng)對黃海和東海區(qū)域阻止能力,加強(qiáng)在東北亞海域的近海防御能力,應(yīng)對美、日等國在地緣政治上的負(fù)面影響。
[Abstract]:In the theory of marginal zone, Spikman discusses the relationship between marginal zone and world power from the point of view of national grand strategy. He thinks that marginal zone is not only the focal point of sea power and land power fighting for global hegemony. Moreover, the political pattern of the marginal zone itself will also affect the international political pattern and the relations of great powers in a wider scope, and the peninsula on the edge zone. Especially in the east and west of Eurasia, the Korean Peninsula and the whole European Peninsula are more obvious. The Korean Peninsula is located in the geographical center of Northeast Asia and has always been the focus of the strategic game of the great powers. It not only reflects the contest between the sea power and the land power, but also the unification and division of the peninsula itself will affect the nerves of other countries in the region. After the Korean War, there was no renewed war in Northeast Asia, but the Korean Peninsula was still a hot spot in international politics. The strategic position of the Korean Peninsula has been recognized, but in the evolution of the geopolitical structure of Northeast Asia, the impact of the Korean Peninsula geographical factors. Geographical factors are the premise and background of geopolitical theory, the shape of the Korean Peninsula, the extent of the sea, access to sea, narrow neck and other special geographical conditions. It is a relatively stable natural factor facing the countries in Northeast Asia, and to some extent restricts the evolution of the geopolitical pattern. The Korean Peninsula is a close neighbor of China. The influence of the geographical factors of the Korean Peninsula on the geopolitics of Northeast Asia and the historical experience of the evolution of the geopolitical pattern in Northeast Asia will bring about the security of China in Northeast Asia. The whole interest has the important reference significance. It provides a correct strategic direction for China's Northeast Asia policy: deeply implement the peripheral diplomacy, the concept of great power diplomacy, adhere to the maintenance of peace and stability on the Korean Peninsula, adhere to the defense strategy of active defense. Strengthen the ability to prevent Huang Hai and the East China Sea, strengthen the coastal defense in Northeast Asia, and deal with the negative geopolitical impact of the United States, Japan and other countries.
