【摘要】：在撒哈拉以南非洲國家發(fā)展進(jìn)程中,非洲社會(huì)傳統(tǒng)特質(zhì)與外部世界影響的交互作用,導(dǎo)致了按照西式民族國家模式構(gòu)建的非洲國家在發(fā)展進(jìn)程中受挫。它們大多處于"前民族國家"發(fā)展階段。這些"前民族國家"雖然具備法理主權(quán),但卻缺乏經(jīng)驗(yàn)主權(quán)。它們是在構(gòu)建"民族國家"過程中,將早期非洲的國家機(jī)構(gòu)與非國家組織等融為一體所形成的產(chǎn)物。這些國家具有一種以"新家長制"為特點(diǎn)的前現(xiàn)代性特征,使國家權(quán)威及認(rèn)同下移至家族、氏族、部落、宗教群體、地域性社群等。同時(shí),這些國家還維持著現(xiàn)代民族國家的外殼,以及由非洲地區(qū)一體化所促成的"地區(qū)國際社會(huì)"。不過,現(xiàn)代國家與后現(xiàn)代國際體系都只是法理主權(quán)架構(gòu)下的表象,這使得非洲國家之間的競爭壓力在消解的同時(shí),也被其內(nèi)外的各種非國家行為體所消解。
[Abstract]:The interaction between the traditional characteristics of African society and the influence of the outside world in the development process of sub-Saharan African countries. As a result, African countries constructed according to the model of Western-style nation-state are frustrated in the process of development. Most of them are in the stage of development of "former nation-state", although these "former nation-states" have legal sovereignty. But there is a lack of empirical sovereignty. They are in the process of building a "nation-state". These countries have a pre-modernity characteristic characterized by the "new patriarchal system", which makes the state authority and identity move down to the family. Clans, tribes, religious groups, regional communities, and so on. At the same time, these countries also maintain the shell of the modern nation-state, as well as the "regional international community", which is the result of regional integration in Africa. Modern state and postmodern international system are only the appearance under the framework of legal sovereignty, which makes the competitive pressure between African countries dissolve, but also by various non-State actors inside and outside it.
