【摘要】：近年來,泰國政權(quán)更迭頻繁,政府危機(jī)不斷。2001-2006年間的他信政府經(jīng)歷了政府信任不一般的發(fā)展軌跡。本文即以他信執(zhí)政時(shí)期的政府信任為研究視角,旨在剖析他信政府產(chǎn)生信任危機(jī)的原因,以便為處理政府危機(jī)提供理論和實(shí)踐的借鑒。本文主要分為四個(gè)部分:第一部分,關(guān)于“政府信任”的概念及其理論內(nèi)涵。主要從“政府信任”的概念入手分析政府信任的根源及其意義。第二部分,概述泰國政府危機(jī)發(fā)展的狀況,以“售股丑聞”案為界,主分為兩個(gè)階段:第一,公眾信任和支持政府階段;第二,公眾不信任和反對(duì)政府階段。第三部分,分析泰國政府信任危機(jī)產(chǎn)生的根源。經(jīng)濟(jì)政策的失衡、政黨政策、政府插手軍隊(duì)事物、政府的腐敗等都是導(dǎo)致他信政權(quán)產(chǎn)生信任危機(jī)的原因。第四部分,探析應(yīng)對(duì)危機(jī),增強(qiáng)政府信任的途徑,主要從規(guī)范政府行為、平衡利益分配以及正確處理政黨與軍隊(duì)之間的關(guān)系著手進(jìn)行分析。國家的穩(wěn)步發(fā)展離不開公眾與政府間的良好互動(dòng)。政府信任與否恰好起到了這種關(guān)鍵的銜接作用。因此,增進(jìn)公眾對(duì)政府的滿意度,增強(qiáng)政府角色運(yùn)作的影響力尤為重要。
[Abstract]:In recent years, Thailand's regime has changed frequently. From 2001 to 2006, the government of Thaksin experienced an unusual development track of government trust. This paper takes the trust of government in the administration of Thaksin as a research perspective. The purpose of this paper is to analyze the causes of trust crisis in Thaksin government in order to provide theoretical and practical reference for dealing with government crisis. This paper is divided into four parts: the first part. On the concept of "government trust" and its theoretical connotation. Mainly from the concept of "government trust" analysis of the root causes of government trust and its significance. The second part, outlined the development of the Thai government crisis. With the case of "stock sale scandal" as the boundary, the main part is divided into two stages: first, the public trust and support the government stage; Second, the public distrust and opposition to the government stage. The third part, the analysis of the Thai government trust crisis, the root causes of the crisis, economic policy imbalance, political party policy, government intervention in military affairs. The corruption of the government is the cause of the trust crisis of Thaksin regime. Part 4th analyzes the ways to deal with the crisis and strengthen the trust of the government mainly from standardizing the government behavior. Balancing the distribution of interests and correctly handling the relationship between the political party and the armed forces. The steady development of the country can not be separated from the good interaction between the public and the government. The trust or not of the government plays a key role in this connection.
