【摘要】:英國是世界上最早建立文官制度的國家,也是目前世界上文官制度建設(shè)最為完備的國家。1870年英國文官制度確立至今,已經(jīng)有逾百年的歷史。而英國文官制度真正意義上的“現(xiàn)代化”進(jìn)程則肇始于二戰(zhàn)之后。二戰(zhàn)以來,英國文官制度歷經(jīng)了富爾頓改革、撒切爾夫人時(shí)期的改革以及二十世紀(jì)晚近至今的一系列改革。在改革的過程中,歷屆政府對英國文官制度確立之初的各項(xiàng)原則進(jìn)行了選擇、揚(yáng)棄、補(bǔ)充和發(fā)展,最終形成今天英國文官系統(tǒng)廉政、高效、專業(yè)化的形象和良好聲譽(yù)。 本文以第二次世界大戰(zhàn)為分水嶺,概述了二戰(zhàn)前英國文官制度的基本特點(diǎn)和發(fā)展概貌,同時(shí),分析了二戰(zhàn)對英國文官制度產(chǎn)生的影響。在此基礎(chǔ)上,本文詳盡系統(tǒng)地介紹了二戰(zhàn)后富爾頓改革、撒切爾夫人政府改革以及二十世紀(jì)晚近以來歷屆政府的改革等三次英國文官制度的重要改革的背景、改革歷程以及改革的措施和結(jié)果,并對這三次改革的目標(biāo)、動(dòng)力、策略、措施等各個(gè)方面進(jìn)行了系統(tǒng)的分析并對其改革經(jīng)驗(yàn)加以總結(jié)。 筆者認(rèn)為,二戰(zhàn)后英國文官制度的三次主要改革,以打造廉政、高效的文官系統(tǒng)為目標(biāo);以征得民眾支持和對公共精神的尊崇為動(dòng)力、先后采取了“閃電戰(zhàn)”式和“費(fèi)邊式”改革策略;通過完善功績制、引入競爭機(jī)制、文官系統(tǒng)的“私有化改革”等一系列措施使文官制度得以不斷完善。 中國的公務(wù)員制度從1980年代確立以來,已有20余年的發(fā)展。但是,我國的公務(wù)員制度仍然不夠完善,存在著一些不足和制約其發(fā)展的瓶頸。本文以英國文官制度改革的經(jīng)驗(yàn)總結(jié)為借鑒,分析了其可供中國公務(wù)員制度建設(shè)和改革參考的重要啟示。
[Abstract]:Britain is the world's oldest established the civil service system, is currently the world's most national civil service system construction has.1870 years of British civil service system to establish complete, there have been more than one hundred years. While the British civil service system in the true sense of "modernization" process began after World War II. Since World War II, the British civil service system after the Fulton reform, the reform period and Mrs. Thatcher late in the twentieth Century has a series of reform. In the process of reform, governments are selected on the principle at the beginning of the establishment of the British civil service system sublation, supplement and development, and ultimately the formation of the British civil service system today, honest, efficient, professional image and reputation.
In this paper, the Second World War as a watershed, the basic characteristics and development overview, introduced before the Second World War the British civil service system at the same time, analysis of the impact of World War II in the British civil service system generated. On this basis, this paper systematically introduces the reform of Fulton after the Second World War, an important reform Margaret Thatcher government reform and government since late in the twentieth Century the reform of the three British civil service system reform and the course reform background, measures and results, and the three times reform goal, motivation, strategy, systematic analysis measures and other aspects and the reform experience is summarized.
The author believes that after the Second World War, the British civil service system of the three major reforms, to create honest and efficient civil service system as the goal; to obtain public support and respect for the power of public spirit, has taken a "blitz" and "Fabian" reform strategy; through the improvement of the merit system, introducing competition mechanism, a a series of measures system of civilian "privatization" and so on the civil service system has been continuously improved.
China from 1980s since the establishment of the civil service system, the development of more than 20 years. However, China's civil service system is still not perfect, there are some problems and the bottleneck of its development. Based on the British civil service system reform experience for reference, analyzes the important inspiration for reference to construction and reform of the civil service system China.
