【摘要】：英國(guó)是歐洲大國(guó)之一,也是歐盟的一個(gè)主要成員國(guó)。從歐洲一體化進(jìn)程中看,英國(guó)是一個(gè)不容忽視的因素。歐洲一體化政策是戰(zhàn)后英國(guó)外交政策的組成部分,而對(duì)歐洲一體化的立場(chǎng)和態(tài)度則是對(duì)歐政策的核心。 本文通過(guò)回顧英國(guó)工黨對(duì)歐洲一體化政策演變的過(guò)程,分析了造成這一轉(zhuǎn)變的原因。首先本文分析了戰(zhàn)后初期至20世紀(jì)80年代工黨傳統(tǒng)的歐洲一體化政策,指出這一階段該政策的核心態(tài)度是反歐、疑歐。并且客觀地指出形成這種態(tài)度的原因主要是英國(guó)的地理位置,歷史傳統(tǒng),傳統(tǒng)的意識(shí)形態(tài),美國(guó)因素等促成的。 其次分析了金諾克時(shí)期及布萊爾上臺(tái)后,工黨政府對(duì)歐洲一體化逐漸走向肯定、支持的政策立場(chǎng)。通過(guò)闡述該轉(zhuǎn)變,指出新形勢(shì)下的政治、經(jīng)濟(jì)、歐盟自身因素是促使歐洲政策發(fā)生轉(zhuǎn)變的主要原因。同時(shí)說(shuō)明這一時(shí)期的歐洲一體化政策仍然是有保留的。 最后從歷史的進(jìn)程總結(jié)了工黨歐洲一體化政策的特點(diǎn),指出其本質(zhì)總是在不損害英國(guó)核心利益、又從維護(hù)英國(guó)的長(zhǎng)遠(yuǎn)利益角度的前提下作出調(diào)整變化。并且工黨的這種轉(zhuǎn)變產(chǎn)生了深遠(yuǎn)的影響。
[Abstract]:Britain is one of the great powers in Europe and a leading member of the European Union . In the European integration process , Britain is a factor that cannot be ignored . European integration policy is an integral part of the post - war British foreign policy , and the position and attitude towards European integration is at the heart of the European policy . This paper analyzes the causes of this transition by reviewing the process of British Labour ' s evolution of European integration policy . First of all , this paper analyzes the European integration policy of Labour tradition in the 1980s and 1980s , and points out that the core attitude of this policy is anti - European and suspicious - Europe . It is objectively pointed out that the reasons for the formation of this attitude are mainly caused by the geographical position of Britain , historical tradition , traditional ideology , American factors and so on . Secondly , after analyzing the Jin Nuke period and Blair ' s upper stage , the Labour government gradually moved towards the positive and supported policy stance towards European integration . By elaborating the transformation , it is pointed out that the political , economic and European factors in the new situation are the main reasons for the transformation of European policy . At the same time , the European integration policy in this period is still reserved . In the end , the paper summarizes the characteristics of Labor ' s European integration policy from the process of history , points out that its essence is always without prejudice to the core interests of the United Kingdom and changes from the premise of maintaining the long - term interests of the UK . And the transformation of the Labour Party has had a far - reaching impact .
