【摘要】： 隨著經(jīng)濟(jì)全球化的全面與深入發(fā)展,世界經(jīng)濟(jì)、政治以及文化領(lǐng)域都出現(xiàn)了種種新的變化�！翱鐕�(guó)政治”就是世界政治領(lǐng)域中出現(xiàn)的一種具有顯著代表性的變化。傳統(tǒng)的國(guó)際政治理論認(rèn)為,國(guó)家是國(guó)際政治領(lǐng)域唯一的行為主體,而且國(guó)家是作為一個(gè)整體單位行事的。但是,跨國(guó)政治現(xiàn)象的出現(xiàn)打破了這些限制。世界政治舞臺(tái)中各種跨國(guó)行為體作為不同于國(guó)家的獨(dú)立的行為體不但跨越國(guó)家疆界進(jìn)行原來(lái)只屬于國(guó)家主權(quán)范疇之內(nèi)的跨國(guó)政治活動(dòng),而且就連國(guó)家本身也不再作為一個(gè)緊密的整體進(jìn)行國(guó)與國(guó)之間的政治活動(dòng)。這是理解本文所要論述的跨國(guó)政治之前必須了解的前提內(nèi)容。 所謂跨國(guó)政治是指跨國(guó)行為體跨越一國(guó)疆界,通過(guò)聯(lián)系、聯(lián)盟及相互作用等方式,有意識(shí)地運(yùn)用各種物質(zhì)資源和象征性資源去改變其他行為體的行為,最終對(duì)本國(guó)或外國(guó)國(guó)內(nèi)政治經(jīng)濟(jì)社會(huì)產(chǎn)生影響的過(guò)程。本文從跨國(guó)政治涉及的基本內(nèi)容出發(fā),重點(diǎn)論述三種跨國(guó)行為體的跨國(guó)政治活動(dòng),并對(duì)跨國(guó)政治對(duì)傳統(tǒng)國(guó)際政治理論和世界政治的影響作了簡(jiǎn)單闡述。 本文以與傳統(tǒng)的“國(guó)家中心主義理論”形成鮮明對(duì)比的由羅伯特·基歐漢和約瑟夫·奈提出的“跨國(guó)關(guān)系”的概念為基本的理論出發(fā)點(diǎn);以瑪格麗特·E.凱克和凱色琳·辛金克所提出的三類跨國(guó)行為體為基本的內(nèi)容構(gòu)架。重點(diǎn)闡述了三類跨國(guó)行為體即跨國(guó)公司、知識(shí)共同體以及跨國(guó)非政府組織尤其是跨國(guó)非政府組織的跨國(guó)政治活動(dòng)。對(duì)這三種跨國(guó)行為體自身的含義、特征及它們與跨國(guó)政治之間的關(guān)系,主要包括促使它們進(jìn)行跨國(guó)政治活動(dòng)的原因及它們進(jìn)行跨國(guó)政治活動(dòng)的主要形式進(jìn)行了嘗試性的探討。通過(guò)對(duì)這三種跨國(guó)行為體的跨國(guó)政治活動(dòng)的論述,我們會(huì)得出這樣的結(jié)論:跨國(guó)政治活動(dòng)對(duì)傳統(tǒng)的國(guó)際政治理論與規(guī)則及世界政治都產(chǎn)生了重大的影響,這些影響有正面的也有負(fù)面的,而且正面負(fù)面也因國(guó)家性質(zhì)而異。所以我們對(duì)跨國(guó)政治這一新時(shí)代的必然產(chǎn)物必須要有積極、恰當(dāng)?shù)恼J(rèn)識(shí)和應(yīng)對(duì)策略。
[Abstract]:With the comprehensive and in-depth development of economic globalization, the world economy. There have been various new changes in the political and cultural fields. "Transnational Politics" is a kind of remarkable representative change in the field of world politics. The traditional international political theory holds that "transnational politics" is a significant change in the political field of the world. The State is the sole actor in the field of international politics, and the State acts as a whole... but. The emergence of transnational political phenomenon broke these restrictions. In the world political arena, various transnational actors, as independent actors different from States, not only cross national boundaries, but also cross the scope of national sovereignty. National political activities. And even the state itself is no longer engaged in the political activities between countries as a close whole, which is the premise of understanding the transnational politics discussed in this paper. The so-called transnational politics means that transnational actors cross the boundaries of a country and consciously use various material and symbolic resources to change the behavior of other actors by means of contact alliance and interaction. Finally, the process of influencing domestic political, economic and social. This paper focuses on the transnational political activities of three kinds of transnational actors from the basic content of transnational politics. The influence of transnational politics on traditional international political theory and world politics is briefly expounded. This thesis is based on the concept of "transnational relations" put forward by Robert Keahan and Joseph Nye, which is in sharp contrast to the traditional "national centralism" theory. Taking the three types of transnational actors proposed by Margaret E. Keck and Kesselyn Sinkink as the basic content framework, this paper focuses on the three types of transnational actors, namely transnational corporations. Knowledge community and transnational non-governmental organizations, especially the transnational political activities of transnational non-governmental organizations. The meaning and characteristics of these three transnational actors and the relationship between them and transnational politics. It mainly includes the causes of their transnational political activities and the main forms of their transnational political activities. Through the discussion of the transnational political activities of these three transnational actors. We will come to the conclusion that transnational political activities have had a significant impact on traditional international political theories and rules as well as on world politics, both positive and negative. And the positive and negative also vary according to the nature of the country. Therefore, we must have a positive, appropriate understanding and countermeasures to the inevitable outcome of the new era of transnational politics.
