【摘要】：當今世界,人口遷移引發(fā)了一系列問題,而難民是人口遷移中不可忽視的一個群體。作為一個重要的難民接收國,澳大利亞處理難民問題的方式將對世界產(chǎn)生重要的影響。進入21世紀以來,澳大利亞的難民政策發(fā)生了巨大的變化。本文作者試圖通過分析這一時期與澳難民政策相關(guān)的關(guān)鍵事件,探尋引發(fā)難民政策產(chǎn)生變化的原因,并指出澳大利亞難民政策的發(fā)展前景。 第一章中,作者為“難民”做了明確的定義,并回顧相關(guān)文獻,介紹研究目的與方法。 鑒于難民是一個全球的問題,在第二章伊始,作者對全球的難民政策現(xiàn)狀做了簡要的介紹,然后重點勾勒了自第二次世界大戰(zhàn)第一次大規(guī)模接受難民以來,澳大利亞難民政策的發(fā)展過程。 第三章與第四章是本文的主要研究部分,即2001年至2011年期間澳大利亞難民政策的變化。第三章討論了2001年至2007年澳大利亞自由國家聯(lián)盟黨執(zhí)政期間的難民政策,從歷史、政治、社會與外因各角度,詳盡分析了“太平洋解決方案”,同時從多角度指出該方案存在的問題。第四章討論了2007年至2011年澳大利亞工黨執(zhí)政期間的難民政策,詳盡分析了陸克文政府的推出的“軟處理時期”、“印度尼西亞解決方案”與現(xiàn)任吉拉德政府推出“東帝汶解決方案”、“馬來西亞解決方案”。對相關(guān)政策的不足之處,作者做出了深刻的分析。 第五章中,根據(jù)現(xiàn)有情況,作者為澳大利亞的難民政策提出了三種發(fā)展前景,分別是：使“岸上項目”與“離岸項目”脫鉤；改革法案與重新敘述深層次的公共政策原則；深化針對難民處理的區(qū)域合作。 作者在第六章提供了本次研究所得的結(jié)論,并提出相關(guān)建議。研究結(jié)果表明,澳大利亞難民政策的變化經(jīng)常與外部誘因掛鉤,也時常與國內(nèi)政界領(lǐng)導變化相關(guān)。本文討論的各種“解決方案”均指向地區(qū)合作這一未來趨勢,而澳大利亞在難民問題上應(yīng)具有更加人道主義的情懷。
