公安機(jī)關(guān)經(jīng)偵隊(duì)伍績(jī)效管理初探

【摘要】: “績(jī)效管理”作為一種管理模式,在企業(yè)管理中已經(jīng)被廣泛推崇,國(guó)內(nèi)外很多學(xué)者也正試圖將這種成功的管理模式嫁接到公共部門(mén)。本文在分析公安機(jī)關(guān)經(jīng)偵隊(duì)伍管理存在問(wèn)題及其原因的基礎(chǔ)上,通過(guò)研究績(jī)效管理、績(jī)效考核概念內(nèi)涵及其在經(jīng)偵隊(duì)伍管理中的作用,嘗試將績(jī)效管理模式引入到公安機(jī)關(guān)經(jīng)偵部門(mén),從而激活隊(duì)伍的潛力,提升隊(duì)伍的戰(zhàn)斗力。 目前公安機(jī)關(guān)所實(shí)施的“績(jī)效考核”是游離于績(jī)效管理之外的一種考核方式。本文設(shè)定了經(jīng)偵隊(duì)伍以教育培訓(xùn)、隊(duì)伍正規(guī)化建設(shè)和績(jī)效考核為主要內(nèi)容的績(jī)效管理體系,并以績(jī)效考核為核心內(nèi)容來(lái)加強(qiáng)經(jīng)偵隊(duì)伍的管理。在構(gòu)建績(jī)效考核指標(biāo)體系時(shí),本文結(jié)合經(jīng)偵工作實(shí)際,運(yùn)用了標(biāo)桿管理和全面質(zhì)量管理的理念和做法來(lái)設(shè)定具體考核指標(biāo)體系,同時(shí)研究制定了經(jīng)偵隊(duì)伍績(jī)效考核的輔助體系。在管理的實(shí)施過(guò)程中,本文主張應(yīng)理順考核機(jī)制、完善考核信息收集渠道,健全溝通協(xié)調(diào)和監(jiān)督機(jī)制;績(jī)效考核實(shí)施時(shí),在注重對(duì)民警個(gè)人考核的同時(shí),須對(duì)其所在團(tuán)隊(duì)進(jìn)行考核,而民警個(gè)人的考核應(yīng)分層級(jí)進(jìn)行。在科學(xué)管理與考核的基礎(chǔ)上,注重績(jī)效考核結(jié)果的運(yùn)用,從而激活經(jīng)偵隊(duì)伍績(jī)效管理的活力。
[Abstract]:As a kind of management mode, "performance management" has been widely respected in enterprise management, and many scholars at home and abroad are trying to grafting this successful management model into the public sector. On the basis of analyzing the existing problems and causes of the management of the economic investigation team of the public security organs, this paper tries to introduce the performance management mode into the economic investigation department of the public security organ by studying the performance management, the connotation of the concept of performance appraisal and its function in the management of the economic investigation team, so as to activate the potential of the team and enhance the combat effectiveness of the team. At present, the performance appraisal implemented by public security organs is a kind of evaluation method which is separated from performance management. This paper sets up a performance management system with education and training, formalization construction and performance evaluation as the main contents of the economic investigation team, and strengthens the management of the economic investigation team with the performance appraisal as the core content. In the construction of performance appraisal index system, combined with the reality of economic investigation work, this paper uses the concept and method of benchmarking management and total quality management to set up the specific evaluation index system, and studies and formulates the auxiliary system of economic investigation team performance evaluation. In the course of the implementation of management, this paper advocates that the evaluation mechanism should be straightened out, the channels for collecting assessment information should be improved, and the communication, coordination and supervision mechanism should be sound. When the performance appraisal is implemented, while paying attention to the individual assessment of the police, it is necessary to evaluate its team, and the assessment of the individual police should be carried out at different levels. On the basis of scientific management and evaluation, we should pay attention to the application of performance evaluation results, so as to activate the vitality of performance management of economic investigation team.
