【摘要】：我國的基層公安機關是指依法建立的承擔維護國家安全、維護社會治安秩序、保護公民的人身安全、人身自由和合法財產(chǎn)、保護公共財產(chǎn)，預防制止和懲治犯罪活動職能和任務的國家基層行政機關。是基層人民警察機關。是我國人民民主專政政權中具有武裝性質(zhì)的治安行政和刑事司法的基層機關。它具有民主與專政兩項基本職能。從這個基層公安機關的概念中我們可以看到，我國基層公安機關是我國人民民主專政的重要工具之一，是國家政權的重要組成部分；是武裝性質(zhì)的國家治安行政力量�；鶎庸矙C關本身的屬性決定了基層公安機關在新的歷史時期應承擔重大的歷史責任，發(fā)揮重大的歷史作用：保衛(wèi)社會主義制度；維護社會治安和公共秩序，確保社會穩(wěn)定；保護國家公共財產(chǎn)和人民的合法財產(chǎn)；保護公民的人身自由和安全；保障依法治國方略的落實。 回顧基層公安機關曾經(jīng)走過的歷程，我們不難看到，基層公安機關為新中國建立和建設做出了巨大貢獻。改革開放以后，我國基層公安機關迅速發(fā)展，隊伍不斷壯大，人數(shù)不斷增多�，F(xiàn)在，隨著中國改革開放的深入和中國市場經(jīng)濟體制的逐步確立，我國基層公安機關在隊伍建設方面暴露出了許多問題，其主要問題是；違法違紀現(xiàn)象嚴重；干警總體素質(zhì)不高；公安管理職權范圍界定不清；執(zhí)法保障不力。這些問題的存在已嚴重地影響了基層公安隊伍的革命化、正規(guī)化、現(xiàn)代化、軍事化建設；影響了黨和政府各項方針，政策的落實；影響了社會主義現(xiàn)代化建設。如果我們聽任這些問題發(fā)展蔓延，不管不問，就會破壞基層公安工作賴以生存的警民關系，毀壞公安戰(zhàn)線廣大民警用鮮血和生命贏得的榮譽，從而損害黨和政府在人民群眾中的形象，最終毀掉整個公安隊伍，危害到國家政權。 我國基層公安機關出現(xiàn)以上問題的原因主要是：教育滯后；監(jiān)督不力；人事管理制度不完善；管理體制不夠完善；地方財政保證不力。在找出基層公安 ／Hh （’～一一” ＼、．＿。－＿＿ ＼／。�！� 機關出現(xiàn)問題的原因并加以剖析時，我們可以發(fā)現(xiàn)，基層公安機關出現(xiàn)問題的 原因，既有歷史的，也有現(xiàn)時的；既有主觀的，，也有客觀的。因此，我們在研 究制定相應對策的時候，要著眼于基層公安機關的整體。要用發(fā)展的眼光， 實事求是的態(tài)度，深層次地看待問題，力求根治。 依據(jù)基層公安機關所面臨的問題找出原因不是目的，目的是根據(jù)原因制定 出根治對策，使基層公安機關從根本上擺脫不利因素，健康向前發(fā)展。就我國 基層公安機關現(xiàn)在所面臨的問題，要從根本上解決，必須要按照以下幾個方面 去做：強化教育，提高素質(zhì)；進一步理順公安機關的管理體制；健全與完善公 安機關的人事管理制度；加強基層公安機關的內(nèi)部監(jiān)督與外部監(jiān)督；努力改善 基層公安機關的保障系統(tǒng)。
