【摘要】：自20世紀(jì)80年代以來(lái),隨著改革開(kāi)放的不斷深化,市場(chǎng)經(jīng)濟(jì)在建立和發(fā)展過(guò)程中不可避免地要改變我國(guó)傳統(tǒng)資源配置手段和社會(huì)結(jié)構(gòu),多元化的利益群體不可避免地競(jìng)相競(jìng)爭(zhēng)和沖突,其中一些群體性問(wèn)題和矛盾如果處理不及時(shí)、不妥當(dāng)往往會(huì)以群體性突發(fā)事件的形式表現(xiàn)出來(lái),并在今后一個(gè)時(shí)期內(nèi)仍將長(zhǎng)期存在。這些事件頻頻發(fā)生不僅直接造成人民生命財(cái)產(chǎn)的重大損失,增加了各級(jí)政府管理的難度,而且極大地危害了社會(huì)穩(wěn)定,成為構(gòu)建和諧社會(huì)的重大隱患。維護(hù)穩(wěn)定、處置群體性突發(fā)事件是公安機(jī)關(guān)的職責(zé),縣區(qū)公安機(jī)關(guān)作為公安機(jī)關(guān)最基層的治安行政力量,擔(dān)負(fù)著維護(hù)國(guó)家安全和社會(huì)穩(wěn)定的重要任務(wù),在預(yù)防和處置群體性突發(fā)事件中扮演著不可替代的角色。 本文共分為四個(gè)部分。文章的第一部分介紹了本文的選題背景和意義和目前國(guó)內(nèi)外群體性突發(fā)事件的研究現(xiàn)狀,本文的研究思路、研究方法。第二部分闡述了當(dāng)前縣區(qū)公安機(jī)關(guān)處置群體性突發(fā)事件的法律依據(jù)和基本原則。第三部分主要對(duì)群體性突發(fā)事件的現(xiàn)狀與成因進(jìn)行全面剖析,對(duì)當(dāng)前縣區(qū)公安機(jī)關(guān)在處置群體性突發(fā)事件過(guò)程中面臨的困境進(jìn)行闡述。在文章的最后部分,通過(guò)查閱大量文獻(xiàn),結(jié)合自身和現(xiàn)場(chǎng)處置人員在工作中參與預(yù)防和處置群體性突發(fā)事件的體驗(yàn),探討了建立健全縣區(qū)公安機(jī)關(guān)科學(xué)有效預(yù)防和處置群體性突發(fā)事件應(yīng)急機(jī)制的應(yīng)對(duì)路徑。通過(guò)對(duì)縣區(qū)公安機(jī)關(guān)在預(yù)防和處置群體性突發(fā)事件中的現(xiàn)狀和困境進(jìn)行分析,多方位建立健全科學(xué)有效地應(yīng)對(duì)機(jī)制,準(zhǔn)確把握縣區(qū)公安機(jī)關(guān)的使命和角色,是此文的重點(diǎn)。縣區(qū)公安機(jī)關(guān)作為黨和政府的參謀和助手,在處置群體性突發(fā)事件中的具體任務(wù)和職責(zé)是什么?在預(yù)防和處置群體性突發(fā)事件的過(guò)程中,縣區(qū)公安機(jī)關(guān)有能力“包打天下”嗎?如何預(yù)防和穩(wěn)妥處置群體性突發(fā)事件,進(jìn)一步健全和完善群體性突發(fā)事件的應(yīng)對(duì)措施,以實(shí)現(xiàn)維護(hù)社會(huì)政治穩(wěn)定、促進(jìn)經(jīng)濟(jì)快速健康發(fā)展,對(duì)于公安機(jī)關(guān),尤其是縣區(qū)公安機(jī)關(guān)具有非常重要的意義。
[Abstract]:Since the 1980s, with the deepening of reform and opening-up, it is inevitable to change the traditional means of resource allocation and social structure in the process of establishment and development of market economy. Diversified interest groups inevitably compete against each other and conflict, and some of these group problems and contradictions, if not dealt with in a timely manner, will often be manifested in the form of mass emergencies if they are not dealt with in a timely manner. And in the next period will continue to exist for a long time. The frequent occurrence of these events not only directly results in the loss of people's life and property, increases the difficulty of management at all levels of government, but also greatly endangers the social stability, and becomes a major hidden danger in the construction of a harmonious society. It is the responsibility of public security organs to maintain stability and deal with mass emergencies. As the most basic administrative force of public security in public security organs, county and district public security organs shoulder the important task of maintaining national security and social stability. It plays an irreplaceable role in the prevention and treatment of mass emergencies. This paper is divided into four parts. The first part of this paper introduces the background and significance of this topic and the current research situation of group emergencies at home and abroad, the research ideas and methods of this paper. The second part expounds the legal basis and basic principles of the public security organs in the county and district to deal with the group emergency. The third part mainly analyzes the present situation and causes of the mass emergencies, and expounds the difficulties faced by the county public security organs in the process of dealing with the group emergencies. In the last part of the article, through the review of a large number of documents, combined with their own and on-site disposal personnel in the work involved in the prevention and management of mass emergencies experience, This paper discusses how to establish and perfect the emergency mechanism of preventing and dealing with group emergencies scientifically and effectively in county and district public security organs. Through the analysis of the present situation and predicament of the county and district public security organs in the prevention and disposal of mass emergencies, it is the focal point of this article to establish and perfect the scientific and effective response mechanism and to grasp the mission and role of the county public security organs in various directions. What are the specific tasks and responsibilities of the county and district public security organs as staff officers and assistants of the Party and the government in dealing with mass emergencies? In the process of preventing and dealing with mass emergencies, can the county and district public security organs have the ability to "cover the world"? How to prevent and properly deal with mass emergencies, further improve and perfect the response measures of mass emergencies, in order to maintain social and political stability, promote the rapid and healthy development of the economy, for the public security organs, In particular, county and district public security organs have very important significance.
