【摘要】： 戶籍制度無(wú)論在哪個(gè)歷史時(shí)期都是一項(xiàng)重要的社會(huì)制度,哈爾濱解放區(qū)對(duì)戶籍制度的確立以及戶籍法規(guī)的制定和實(shí)施也非常重視。哈爾濱解放區(qū)時(shí)期,制定和確立了包括戶口及居民身份證件制度、外僑戶籍管理制度、“特殊住戶”戶籍管理制度等戶籍制度,在指導(dǎo)思想、制度體系、適用效果上都與當(dāng)時(shí)特殊政治歷史背景相適應(yīng),有效的鞏固了民主政權(quán),維護(hù)了社會(huì)治安,發(fā)展了城市經(jīng)濟(jì)。由于哈爾濱是第一個(gè)解放的大城市,因此,哈爾濱解放區(qū)戶籍制度對(duì)新中國(guó)的戶籍制度的確立和完善有著直接影響。本文在深入分析戶籍制度產(chǎn)生的社會(huì)歷史背景的基礎(chǔ)上,闡述哈爾濱解放區(qū)戶籍法規(guī)的具體內(nèi)容,并以比較的視角,分析哈爾濱解放區(qū)戶籍制度對(duì)新中國(guó)戶籍制度的直接影響和歷史局限性,在當(dāng)今《戶籍法》將要出臺(tái)的新形勢(shì)下,為戶籍制度探索出一條改革之路。
[Abstract]:Household registration system is an important social system in any historical period. Harbin liberated area attaches great importance to the establishment of household registration system and the establishment and implementation of household registration laws and regulations. During the period of Harbin liberated area, the household registration system, including the household registration and resident identity certificate system, the alien household registration management system, the "special household" household registration management system, and so on, were formulated and established in the guiding ideology and system. The applicable effects are adapted to the special political and historical background of that time, effectively consolidated the democratic regime, maintained social security, and developed the urban economy. As Harbin is the first big city to be liberated, the household registration system in the liberated areas of Harbin has a direct impact on the establishment and improvement of the household registration system in New China. Based on the deep analysis of the social and historical background of the household registration system, this paper expounds the specific contents of the household registration laws and regulations in the liberated areas of Harbin, and from the perspective of comparison, This paper analyzes the direct influence and historical limitation of the household registration system in the liberated areas of Harbin on the new Chinese household registration system. Under the new situation that the Household Registration Law will be issued today, it explores a road for the reform of the household registration system.
