【摘要】： 社區(qū)化是城市化和現(xiàn)代化的產(chǎn)物,反映了社會轉(zhuǎn)型期間社會管理方式的變化,社區(qū)化對居民傳統(tǒng)的生活方式、對國家傳統(tǒng)的行政管理體制都是一種沖擊。掌握了解社區(qū)化的趨勢并分析其影響對于加強公安工作具有積極的現(xiàn)實意義,社區(qū)警務(wù)正是適應(yīng)這一趨勢的警務(wù)改革。 本文首先從界定“社區(qū)化”的含義入手,指出社區(qū)化導(dǎo)致民眾更加關(guān)心社區(qū)安全,治安資源向社區(qū)沉淀等變化,分析社區(qū)化帶來對公安機關(guān)警務(wù)工作的重心和工作模式的影響,即警務(wù)工作重心下沉到社區(qū),警務(wù)工作前移;并結(jié)合湖南警務(wù)改革的實際和發(fā)展趨勢,強調(diào)實施社區(qū)警務(wù)戰(zhàn)略的必要性和可行性,最后借鑒國外社區(qū)警務(wù)開展的成功經(jīng)驗,提出湖南的警務(wù)改革對策:按照社區(qū)化要求網(wǎng)格化警務(wù)區(qū),加強社區(qū)治安情報信息工作,借助社區(qū)平臺整合社區(qū)資源,實現(xiàn)警務(wù)社會化。
[Abstract]:Community is the product of urbanization and modernization, which reflects the change of social management during the period of social transformation. It is an impact on the traditional life style of residents and on the traditional administrative system of the country. It is of positive practical significance to understand the trend of communitalization and analyze its influence to strengthen the public security work. Community policing is just the police service reform adapted to this trend. This paper begins with the definition of "community", points out that community causes people to pay more attention to community safety, public security resources to community precipitation and so on, and analyzes the influence of community on the focus and work mode of police work of public security organs. That is, the center of gravity of police work sinks to the community, and the police work moves forward; Combined with the reality and development trend of Hunan police service reform, the necessity and feasibility of implementing community policing strategy are emphasized. Finally, the successful experience of community policing in foreign countries is used for reference. This paper puts forward the countermeasures of police affairs reform in Hunan: according to the demands of community, the police service area should be gridded, the information work of community security information should be strengthened, and the community resources should be integrated with the help of community platform to realize the socialization of police service.
