和諧社會(huì)理念下的小城鎮(zhèn)治安防范研究

【摘要】： 在社會(huì)治安防范的研究和實(shí)踐中,人們習(xí)慣于把更多的注意力投向城市,但是并不能因此忽略了小城鎮(zhèn)。小城鎮(zhèn)作為城市的后方和農(nóng)村的龍頭,數(shù)量遠(yuǎn)遠(yuǎn)超過(guò)城市,其穩(wěn)定既關(guān)乎城市的穩(wěn)定,更關(guān)乎農(nóng)村的穩(wěn)定,也是治安防范城鄉(xiāng)一體化的重要組成部分。隨著城鎮(zhèn)化的加快,大中城市的今天就是小城鎮(zhèn)的明天。在現(xiàn)階段城鎮(zhèn)化水平不高、犯罪率較低的情況下,只有從早抓好小城鎮(zhèn)的治安防范,才能避免重蹈大中城市經(jīng)濟(jì)發(fā)展、犯罪上升的復(fù)轍。鑒于此,本文以和諧社會(huì)理念為指導(dǎo),以農(nóng)村縣域小城鎮(zhèn)為研究對(duì)象,采用比較分析、實(shí)證分析、定性分析、定量分析的方法,對(duì)小城鎮(zhèn)治安防范的特點(diǎn)、可行性、必要性、現(xiàn)狀進(jìn)行了研究,分析了和諧社會(huì)與治安防范的關(guān)系、對(duì)小城鎮(zhèn)治安防范提出的時(shí)代要求,并進(jìn)行了五點(diǎn)設(shè)想。 全文除導(dǎo)言外,共30000余字,分為三章。 第一章小城鎮(zhèn)治安防范概述。共分四節(jié)：第一節(jié)明確了小城鎮(zhèn)的含義,界定了本文研究的小城鎮(zhèn)類型,分析了小城鎮(zhèn)的特征。第二節(jié)界定了小城鎮(zhèn)治安防范的含義和特征,并與城市、社區(qū)治安防范進(jìn)行了比較。第三節(jié)分析了加強(qiáng)小城鎮(zhèn)治安防范的三個(gè)必要性為：小城鎮(zhèn)的發(fā)展離不開治安防范的保障,小城鎮(zhèn)治安防范存在急需解決的問(wèn)題,時(shí)代的發(fā)展要求加強(qiáng)小城鎮(zhèn)治安防范。第四節(jié)分析了加強(qiáng)小城鎮(zhèn)治安防范的三個(gè)可行性為：犯罪預(yù)防原理為小城鎮(zhèn)治安防范提供了科學(xué)指導(dǎo),中外防范實(shí)踐為小城鎮(zhèn)治安防范提供了可鑒之路,經(jīng)濟(jì)社會(huì)發(fā)展為小城鎮(zhèn)治安防范提供了可資條件。 第二章和諧社會(huì)與小城鎮(zhèn)治安防范。共分三節(jié)：第一節(jié)分析了和諧社會(huì)的基本概念、特征和指導(dǎo)原則。第二節(jié)分析了和諧社會(huì)與治安防范的關(guān)系。第三節(jié)分析了和諧社會(huì)對(duì)小城鎮(zhèn)治安防范提出的四個(gè)時(shí)代要求為：立足小城鎮(zhèn)的犯罪規(guī)律,突出重點(diǎn)抓防范；立足小城鎮(zhèn)的發(fā)展現(xiàn)狀,量力而行抓防范；立足小城鎮(zhèn)的自身優(yōu)勢(shì),內(nèi)部挖潛抓防范；立足小城鎮(zhèn)的發(fā)展趨勢(shì),適度超前抓防范。 第三章和諧社會(huì)理念下的小城鎮(zhèn)治安防范設(shè)想。提出建立“一體四型”治安防范網(wǎng)絡(luò)(分五節(jié)敘述)：一是立足整體設(shè)防思路,建立區(qū)域一體化治安防范網(wǎng)絡(luò)。重點(diǎn)建立一套規(guī)劃、兩個(gè)平臺(tái)和四項(xiàng)機(jī)制。二是利用熟人社會(huì)優(yōu)勢(shì),建立群眾自治型治安防范網(wǎng)絡(luò)。重點(diǎn)發(fā)揮村民委員會(huì)的自治作用,完善多種形式的群防群治隊(duì)伍,加強(qiáng)對(duì)群防工作的引導(dǎo)和指導(dǎo)。三是推進(jìn)市場(chǎng)運(yùn)作方式,建立社會(huì)參與型治安防范網(wǎng)絡(luò)。重點(diǎn)加強(qiáng)保安服務(wù)、單位內(nèi)部防范和多元化防范。四是引進(jìn)社區(qū)警務(wù)模式,建立基礎(chǔ)控制型治安防范網(wǎng)絡(luò)。重點(diǎn)推進(jìn)警力下沉、基礎(chǔ)前移、重心下移。五是強(qiáng)化政府主導(dǎo)推進(jìn),建立運(yùn)作長(zhǎng)效型治安防范網(wǎng)絡(luò)。重點(diǎn)建立長(zhǎng)效創(chuàng)安體系、長(zhǎng)效預(yù)防體系和長(zhǎng)效落實(shí)體系。
[Abstract]:In the research and practice of social security prevention, people are used to pay more attention to the city, but can not ignore the small town. As the rear of the city and the leading of the countryside, the number of small towns is far more than the city, its stability is not only related to the stability of the city, but also to the stability of the rural areas, but also an important part of the integration of public security and prevention of urban and rural areas. The third chapter is the conception of public security in small towns under the concept of harmonious society. This paper puts forward the establishment of "integrated four types" public security prevention network (described in five sections): first, it is based on the idea of overall fortification, and establishes the regional integrated security prevention network. Focus on the establishment of a set of planning, two platforms and four mechanisms. Second, the use of acquaintance social advantages, the establishment of mass-self-governing public security prevention network. We should give full play to the autonomous role of the villagers' committees, improve the ranks of various forms of mass prevention and control, and strengthen the guidance and guidance to the work of group prevention.
