【摘要】：黨的十六屆三中全會通過的《中共中央完善社會主義市場經(jīng)濟體制若干問題的決定》中,曾提出“改革行政執(zhí)法體制,相對集中行政處罰權(quán),推進(jìn)綜合執(zhí)法試點”的要求,交通部門積極響應(yīng),做了許多方面的工作,但綜合執(zhí)法方面依然不足。為在交通系統(tǒng)內(nèi)部更好地開展綜合執(zhí)法,增強交通行政執(zhí)法效能,著力構(gòu)建和諧交通,本文從充分認(rèn)識開展交通綜合執(zhí)法的意義入手,認(rèn)真分析了開展交通內(nèi)部綜合執(zhí)法的范圍和內(nèi)容,重點對實施交通內(nèi)部綜合執(zhí)法的途徑與措施作了探討和研究。
[Abstract]:In the decision of the CPC Central Committee on the improvement of the Socialist Market economy system adopted by the third Plenary session of the 16th Central Committee of the CPC, it was proposed that "reform the administrative law enforcement system, relatively centralize the power of administrative punishment, and promote the pilot project of comprehensive law enforcement," The transportation department responded positively and did a lot of work, but the comprehensive law enforcement is still insufficient. In order to carry out comprehensive law enforcement better within the traffic system, enhance the efficiency of traffic administrative law enforcement, and focus on constructing harmonious traffic, this paper starts with the full understanding of the significance of carrying out comprehensive traffic law enforcement. This paper analyzes the scope and content of carrying out the comprehensive law enforcement in traffic, and probes into the ways and measures to carry out the comprehensive law enforcement in traffic.
