【摘要】：社區(qū)警務(wù)是國際警務(wù)改革的趨勢,成為各個(gè)國警務(wù)改革的重要組成部分,它是21世紀(jì)六、七十年代來源于西方第四次警務(wù)革命時(shí)期的。社區(qū)警務(wù)是一種理念,核心思想是警察以社區(qū)為中心,服務(wù)于群眾,通過警民的相互合作共同發(fā)現(xiàn)和解決社區(qū)治安問題,使警民關(guān)系更加密切。關(guān)對于社區(qū)警務(wù)大部分國內(nèi)學(xué)者見仁見智,還沒有統(tǒng)一的觀點(diǎn)。要想在我國特殊國情下急需建設(shè)成功的社區(qū)警務(wù),在借鑒西方國家有效的的成果之外還要適合中國本地區(qū)的具體情況。而且必須通過理論的深入探討得出依據(jù),然后認(rèn)真的運(yùn)用到實(shí)踐中。我們要時(shí)刻記著全心全意為人民服務(wù)的神圣宗旨。 我國進(jìn)行社區(qū)警務(wù)工作十幾年來,在具體實(shí)踐工作中仍存在很多問題,筆者就是從實(shí)踐的角度出發(fā),對呼和浩特社區(qū)警務(wù)工作加以研究,并指出存在的問題,進(jìn)而解決問題。 全文共分四部分。引言部分從選題目的及研究意義入手,介紹了目前呼和浩特市城鎮(zhèn)、農(nóng)村社區(qū)警務(wù)建設(shè)的有關(guān)概況,借鑒國內(nèi)外社區(qū)警務(wù)研究的文獻(xiàn),介紹了所要分析解決的現(xiàn)實(shí)存在的問題；第一部分闡述了社區(qū)警務(wù)的概念、特征和理論基礎(chǔ)等理論性知識(shí)；第二部介紹了呼和浩特市社區(qū)警務(wù)建設(shè)現(xiàn)狀,以及存在的主要問題；第三部分主要闡述了如何解決呼和浩特市社區(qū)警務(wù)建設(shè)的對策：通過國外社區(qū)警務(wù)建設(shè)情況以及對我國的借鑒,進(jìn)而提出了縮小差異、解決呼和浩特市社區(qū)警務(wù)建設(shè)失衡的對策。 社區(qū)警務(wù)為公安工作的基礎(chǔ)工作,即維護(hù)社會(huì)穩(wěn)定,預(yù)防打擊犯罪、和諧警民關(guān)系等方面顯示出了起到了非常強(qiáng)大的作用。但在具體工作中依然存在很多問題,對社區(qū)警務(wù)的有效實(shí)施有很大的阻礙。研究并解決這些問題,對于促進(jìn)公安基層基礎(chǔ)工作和推動(dòng)社區(qū)警務(wù)改革,具有重大的現(xiàn)實(shí)意義。
[Abstract]:Community policing is the trend of international police service reform and becomes an important part of police reform in various countries. It originated from the fourth police revolution period in the West in the 1960s and 1970s of the 21st century. Community policing is a kind of concept, the core idea is that the police take the community as the center, serve the masses, discover and solve the community security problem through the mutual cooperation of the police and the people, and make the relationship between the police and the people closer. The majority of domestic scholars on community policing have different views, there is no unified view. In order to build successful community policing under the special conditions of our country, it is necessary to adapt to the local conditions of China in addition to drawing lessons from the effective achievements of the western countries. And must through the theory thorough discussion obtains the basis, then earnestly applies to the practice. We must always bear in mind the sacred purpose of serving the people wholeheartedly. In the past ten years, there are still many problems in the practice of community policing in our country. From the point of view of practice, the author studies the community policing in Hohhot, and points out the existing problems, and then solves the problems. The full text is divided into four parts. The introduction begins with the purpose of selecting the topic and the significance of the research, introduces the general situation of the construction of community policing in the towns and villages of Hohhot at present, draws lessons from the literature of the research on community policing at home and abroad, and introduces the practical problems to be analyzed and solved. The first part describes the concept, characteristics and theoretical basis of community policing, the second part introduces the status quo of community policing construction in Hohhot, and the main problems. The third part mainly expounds the countermeasures of how to solve the construction of community policing in Hohhot: through the construction of community policing in foreign countries and the reference to our country, the author proposes to narrow the differences. The countermeasures to solve the imbalance of community policing construction in Hohhot. Community policing has played a very powerful role in the basic work of public security, that is, maintaining social stability, preventing and cracking down on crime and harmonious relations between the police and the people. However, there are still many problems in the concrete work, which hinders the effective implementation of community policing. It is of great practical significance to study and solve these problems in order to promote the basic work of public security and the reform of community policing.
