西藏公安部門人力資源開發(fā)問題研究

【摘要】: 公安機關(guān)作為政府的重要職能部門,在我國現(xiàn)代化進程中肩負(fù)著鞏固共產(chǎn)黨執(zhí)政地位、維護國家長治久安、保證人民安居樂業(yè)的重大政治和社會責(zé)任,承擔(dān)著對社會公眾提供“公共安全”這一準(zhǔn)公共物品和公共服務(wù)的義務(wù)和職責(zé)。而公安人力資源作為警力資源的主要承載者和體現(xiàn)者,是公安部門最為寶貴、最為重要的一種資源,公安人力資源的素質(zhì)結(jié)構(gòu)直接決定著政府能否有效地為社會公眾提供優(yōu)質(zhì)的公共安全服務(wù)。 本文從西藏公安部門的人力資源開發(fā)現(xiàn)狀出發(fā),分析其存在的問題,并從開發(fā)環(huán)境、教育、培訓(xùn)體系、配置制度和保障措施等方面提出了建設(shè)性對策。這對創(chuàng)建一支高素質(zhì)的西藏公安隊伍,提高西藏公安工作效能,打造平安西藏,具有很強的理論價值和現(xiàn)實意義。
[Abstract]:As an important functional department of the government, the public security organs shoulder the great political and social responsibility of consolidating the ruling position of the Communist Party, maintaining the long-term stability of the country, and ensuring the people to live and work in peace and contentment in the process of modernization of our country. To undertake the obligation and responsibility of providing public security, which is a quasi public good and public service, to the public. As the main bearer and embodiment of police resources, human resources of public security are the most valuable and important resources of public security departments. The quality structure of public security human resources directly determines whether the government can effectively provide quality public security services to the public. Based on the present situation of human resource development in the public security department of Tibet, this paper analyzes the existing problems, and puts forward some constructive countermeasures from the aspects of development environment, education, training system, allocation system and safeguard measures. This is of great theoretical value and practical significance to the establishment of a high-quality Tibetan public security team, to the improvement of the efficiency of Tibetan public security work and to the building of a safe Tibet.
