【摘要】：近來(lái)開展的全警“大練兵”活動(dòng)，使公安機(jī)關(guān)越來(lái)越接近學(xué)習(xí)型組織。建設(shè)學(xué)習(xí)型組織，也可以成為公安機(jī)關(guān)長(zhǎng)效“大練兵”的載體。應(yīng)實(shí)施民警素質(zhì)全面發(fā)展的長(zhǎng)期規(guī)劃，強(qiáng)化提升學(xué)習(xí)能力和創(chuàng)新能力的競(jìng)爭(zhēng)機(jī)制，使學(xué)習(xí)型公安組織成為公安人才的“孵化器”。建設(shè)學(xué)習(xí)型公安，，根本問題是能否建立自我完善的機(jī)制。
[Abstract]:Recently, the all-police "great training" activities have made the public security organs more and more close to the learning organization. The construction of learning organization can also become the carrier of long-acting "great military training" for public security organs. It is necessary to carry out the long-term plan for the all-round development of the quality of the police, strengthen the competitive mechanism to enhance the learning ability and the innovative ability, and make the learning-type public security organization "incubator" for the public security personnel. The fundamental problem in building a learning-type public security is whether to establish a self-perfection mechanism.
