關(guān)于深化吉林省戶籍制度改革的思考

【摘要】：戶籍制度原本是政府用于對所轄居民基本情況，如出生，死亡，遷移等等進行人口資料統(tǒng)計的手段和途徑，但由于中國建國初的特殊情況，計劃經(jīng)濟所帶來的強控制性和強規(guī)劃性，使這種管理體制從根本上有了轉(zhuǎn)變，從此，戶籍制度便成為計劃經(jīng)濟產(chǎn)物下的一枚棋子，用于控制人口流動，約束人口身份，禁錮居民自由。因此，我國的戶籍制度是以戶籍身份制度和人口遷徙禁錮制度為核心的社會制度。它具有雙重身份，表面上它是一種統(tǒng)計制度，實質(zhì)上它是一種社會分層制度，一種特權(quán)制度，它把社會分離成城鄉(xiāng)兩大陣營。鄉(xiāng)在先天上便存在各種不足，如生活條件艱苦，各種設(shè)施不健全，生活方式單一，教育條件落后。而城相對于鄉(xiāng)卻擁有絕對優(yōu)勢，最重要的一點是，鄉(xiāng)始終保持著粗放型的農(nóng)業(yè)生產(chǎn)方式，而城已經(jīng)走上了工業(yè)和服務(wù)業(yè)相結(jié)合的蛻變之路。經(jīng)濟增長方式的差距使城鄉(xiāng)差距越來越大，矛盾也日趨突出。 吉林省是農(nóng)業(yè)大省，城鄉(xiāng)矛盾的凸顯是制約吉林省長遠發(fā)展的重要障礙。吉林省呼應(yīng)中央政策，開始了自身改革，，在遵循全國大政方針的基礎(chǔ)上，吉林省也試圖因地制宜地推進戶籍制度改革，以期解開戶籍制度的束縛促進經(jīng)濟發(fā)展，壯大吉林省生產(chǎn)發(fā)展的實力。盡管目前吉林省已經(jīng)多次推進戶籍制度改革，然而，戶籍制度改革的現(xiàn)狀和任務(wù)依然十分嚴峻.深化戶籍制度改革，尋求最優(yōu)改革對策成為政府不可推卸之責(zé)。本文闡述了吉林省戶籍制度改革的現(xiàn)狀，論證了深化吉林省戶籍制度改革的必要性，分析了戶籍制度改革進程中遇到的問題和產(chǎn)生原因，并針對這些原因提出了相應(yīng)的解決對策。
[Abstract]:The household registration system was originally used by the government to statistics the basic conditions of the residents under its jurisdiction, such as birth, death, migration, and so on. However, due to the special circumstances in the early days of the founding of the people's Republic of China, The strong control and strong planning brought about by the planned economy led to a fundamental change in the management system. From then on, the household registration system became a pawn under the products of the planned economy, which was used to control population mobility and restrict the status of the population. Imprison the freedom of the inhabitants. Therefore, the household registration system of our country is based on the system of household registration status and the system of imprison of population migration. It has a dual identity, on the surface it is a statistical system, in essence, it is a social stratification system, a privileged system, it separates the society into urban and rural two camps. There are a variety of inherent deficiencies, such as difficult living conditions, imperfect facilities, single lifestyle and backward educational conditions. The city has the absolute advantage over the township, the most important point is that the township has always maintained the extensive agricultural production mode, and the city has embarked on the road of combining industry and service industry. The gap of economic growth makes the gap between urban and rural areas more and more large, and the contradiction is becoming more and more prominent. Jilin Province is a big agricultural province, the contradiction between urban and rural areas is an important obstacle to the long-term development of Jilin Province. In response to the central policy, Jilin Province began its own reform. On the basis of following the national policy, Jilin Province also attempted to promote the reform of the household registration system according to local conditions, with a view to unlocking the shackles of the household registration system to promote economic development. Strengthen the strength of Jilin Province's production and development. Although the reform of household registration system has been promoted many times in Jilin Province, the present situation and task of the reform of household registration system is still very severe. It is the responsibility of the government to deepen the reform of the household registration system and to seek the best reform countermeasures. This paper expounds the present situation of the reform of the household registration system in Jilin Province, demonstrates the necessity of deepening the reform of the household registration system in Jilin Province, and analyzes the problems encountered in the process of the reform of the household registration system and the reasons for its emergence. The corresponding countermeasures are put forward for these reasons.
