【摘要】：胡錦濤總書記在對(duì)公安工作的重要批示中指出：“在全部公安工作中，隊(duì)伍建設(shè)是根本，也是保證”。公安隊(duì)伍建設(shè)關(guān)系黨的執(zhí)政地位的鞏固，關(guān)系到社會(huì)的穩(wěn)定與發(fā)展，因此，應(yīng)充分認(rèn)清新時(shí)期加強(qiáng)公安隊(duì)伍建設(shè)的重要性。本文綜合全面地梳理了公安隊(duì)伍建設(shè)的相關(guān)概念，分析了公安隊(duì)伍建設(shè)的意義、現(xiàn)狀與成因，進(jìn)而提出了加強(qiáng)公安隊(duì)伍建設(shè)的有效措施，以期指導(dǎo)與促進(jìn)新時(shí)期的公安隊(duì)伍的建設(shè)。論文共分為三個(gè)部分：一、公安隊(duì)伍建設(shè)的理論概述，相關(guān)概念的辨析，指出加強(qiáng)公安隊(duì)伍建設(shè)對(duì)于全面建設(shè)小康社會(huì)、開創(chuàng)公安工作新局面以及確保執(zhí)法公正、嚴(yán)明的重要意義，同時(shí)指出公安隊(duì)伍建設(shè)應(yīng)遵循的指導(dǎo)思想、原則和目標(biāo)；二、公安隊(duì)伍現(xiàn)狀的分析研究，介紹了改革開放以來(lái)公安隊(duì)伍建設(shè)特別是大連公安隊(duì)伍建設(shè)所取得的成就，在肯定成績(jī)的同時(shí)也注意到存在的問題與不足，全面深入地分析了問題現(xiàn)象以及其背后的深層原因，旨在能夠更好地解決問題；三、新時(shí)期加強(qiáng)公安隊(duì)伍建設(shè)的對(duì)策思考，通過加強(qiáng)和搞好以思想政治工作為主線，提高隊(duì)伍的思想道德素質(zhì)；以正規(guī)化建設(shè)為著力點(diǎn)，實(shí)現(xiàn)隊(duì)伍建設(shè)的規(guī)范化、標(biāo)準(zhǔn)化、科學(xué)化；以提高科技水平為依托，，促進(jìn)公安工作的信息化；以強(qiáng)化監(jiān)督制約為重點(diǎn)，建立健全反腐倡廉工作機(jī)制；以從優(yōu)待警和關(guān)愛民警為保障，增強(qiáng)隊(duì)伍的凝聚力和向心力；以改進(jìn)領(lǐng)導(dǎo)體制為切入點(diǎn)，搞好公安機(jī)關(guān)領(lǐng)導(dǎo)班子建設(shè)這六個(gè)方面，大力促進(jìn)和加強(qiáng)新時(shí)期的公安隊(duì)伍建設(shè)，樹立公安隊(duì)伍的良好形象，完成公安隊(duì)伍的職責(zé)，向人民交出滿意的答卷，促進(jìn)全面建設(shè)小康社會(huì)的順利進(jìn)行。
[Abstract]:In his important instructions on public security work, General Secretary Hu Jintao pointed out: "in all public security work, troop building is fundamental and also a guarantee." The construction of the public security contingent is related to the consolidation of the ruling position of the Party and the stability and development of the society. Therefore, the importance of strengthening the construction of the public security contingent in the new period should be fully recognized. This article comprehensively combs the related concepts of the construction of the public security contingent, analyzes the significance, the present situation and the causes of the construction of the public security contingent, and then puts forward the effective measures to strengthen the construction of the public security contingent. In order to guide and promote the construction of public security forces in the new period. The thesis is divided into three parts: first, the theoretical overview of the construction of the public security contingent, the discrimination of related concepts, points out that strengthening the construction of the public security team is of great importance to the building of a well-off society in an all-round way, creating a new situation in public security work, and ensuring the fairness of law enforcement. At the same time, it points out the guiding ideology, principles and objectives that should be followed in the construction of the public security contingent; Second, the analysis and study of the present situation of the public security contingent, introduces the achievements made in the construction of the public security contingent since the reform and opening up, especially the construction of the public security contingent in Dalian. While affirming the achievements, it also pays attention to the existing problems and deficiencies. Comprehensively and deeply analyzes the problem phenomenon and the deep reason behind it in order to solve the problem better; Third, the countermeasures of strengthening the construction of the public security contingent in the new period, by strengthening and doing well the ideological and political work as the main line, improving the ideological and moral quality of the team; Take the regularization construction as the focus, realize the standardization, standardization and scientization of the team construction, rely on improving the level of science and technology, promote the informationization of the public security work, set up and perfect the work mechanism of fighting corruption and advocating honesty with the emphasis of strengthening the supervision and restriction; From the preferential treatment of police and care for the police as a guarantee to enhance the cohesion and centripetal force; Taking the improvement of the leadership system as the starting point and doing a good job in the construction of the leading bodies of the public security organs in these six aspects, we should vigorously promote and strengthen the building of the public security forces in the new period, establish a good image of the public security forces, and accomplish the duties of the public security forces. We will hand over satisfactory answers to the people and promote the smooth progress of building a well-off society in an all-round way.
