網(wǎng)絡(luò)群體性事件及其治理機(jī)制研究

【摘要】：進(jìn)入新世紀(jì)以來，，飛速發(fā)展的中國互聯(lián)網(wǎng)事業(yè)給人們的生活帶來了越來越大的便利，但同時也滋生了一些不容忽視的新問題，如網(wǎng)絡(luò)群體性事件便是其中的典型。網(wǎng)絡(luò)世界的信息傳播速度是現(xiàn)實(shí)社會中任何一種手段都無法比擬的，社會中矛盾焦點(diǎn)問題的相關(guān)信息在網(wǎng)絡(luò)中會迅速蔓延開來，引起大量社會背景相似的利益群體和社會階層的情緒共鳴。這些人在網(wǎng)絡(luò)中聚集形成網(wǎng)絡(luò)群體，集中發(fā)布、轉(zhuǎn)播、評論信息，形成了對社會生活甚至民主政治進(jìn)程都產(chǎn)生一定影響的網(wǎng)絡(luò)群體性事件。然而目前在應(yīng)對網(wǎng)絡(luò)群體性事件的實(shí)踐中，政府普遍對網(wǎng)絡(luò)群體性事件認(rèn)識不足，手段滯后，常常無法妥善處理事件、消除影響、修復(fù)形象，反而激化矛盾，使事件愈演愈烈，以致產(chǎn)生各種負(fù)面效應(yīng)。筆者據(jù)此提出“網(wǎng)絡(luò)群體性事件及其治理機(jī)制研究”這一論題，從界定網(wǎng)絡(luò)群體性事件的概念入手，進(jìn)而分析其特性和各階段的表現(xiàn)，挖掘其深層原因，在此基礎(chǔ)上構(gòu)建具有針對性的網(wǎng)絡(luò)群體性事件治理機(jī)制。 本文運(yùn)用文獻(xiàn)分析為主，案例分析為輔的研究方法，逐步深入地解析網(wǎng)絡(luò)群體性事件，并在此基礎(chǔ)上提出應(yīng)對網(wǎng)絡(luò)群體性事件的理論框架和實(shí)踐思路。本文圍繞網(wǎng)絡(luò)群體性事件及其治理機(jī)制的相關(guān)問題，分為四個部分進(jìn)行論述。第一部分首先介紹了研究背景、目的及意義，相關(guān)研究的現(xiàn)狀、研究思路方法和理論等研究的基礎(chǔ)問題。接下來的第二部分在分析評述的基礎(chǔ)上對網(wǎng)絡(luò)群體性事件進(jìn)行了概念界定，明確了網(wǎng)絡(luò)群體性事件的發(fā)生過程，最后從參與主體、訴求目標(biāo)、行為模式三個方面分析了網(wǎng)絡(luò)群體性事件的特征。第三部分借助危機(jī)管理劃分“三階段模型”把網(wǎng)絡(luò)群體性事件劃分為“潛伏——萌發(fā)階段”“擴(kuò)散——衰退階段”“平息——消亡階段”，并深入分析了各階段的表現(xiàn)及影響因素。第四部分提出了具體的治理機(jī)制，這是本文落腳點(diǎn)。治理機(jī)制的構(gòu)建借鑒了危機(jī)管理階段劃分理論作為框架結(jié)構(gòu)的支撐、治理理論作為具體措施的價值導(dǎo)向，按照從整體到部分的順序，先從主體、原則、框架三方面總括性地提出了網(wǎng)絡(luò)群體性事件治理機(jī)制的宏觀架構(gòu)，在此宏觀架構(gòu)內(nèi)具體構(gòu)建了相互聯(lián)系、共同作用的網(wǎng)絡(luò)群體性事件的預(yù)防機(jī)制、應(yīng)急機(jī)制和事后恢復(fù)機(jī)制，并對每一機(jī)制所包含的部分作了較為詳細(xì)的闡述，該機(jī)制具有一定的針對性和可操作性。預(yù)防機(jī)制囊括了利益協(xié)調(diào)、沖突化解、政府形象建設(shè)、教育引導(dǎo)、網(wǎng)絡(luò)治理，是網(wǎng)絡(luò)群體性事件治理機(jī)制中的關(guān)鍵環(huán)節(jié)。應(yīng)急機(jī)制包含了應(yīng)急預(yù)案機(jī)制、信息預(yù)警機(jī)制和快速反應(yīng)機(jī)制，是網(wǎng)絡(luò)群體性事件治理機(jī)制中的主體環(huán)節(jié)�；謴�(fù)機(jī)制則強(qiáng)調(diào)的是對事件的后續(xù)治理和從中汲取更新和進(jìn)步的力量，對整個網(wǎng)絡(luò)群體性事件治理機(jī)制的完整和有機(jī)運(yùn)行有著不可替代的作用。
[Abstract]:Since entering the new century, the rapid development of China's Internet cause has brought more and more convenience to people's life, but at the same time, there are also some new problems that can not be ignored, such as the network group event is the typical one. The speed of information dissemination in the network world is unparalleled by any means in the real society, and the relevant information of the contradictions in the society will spread rapidly in the network. A large number of similar social backgrounds of interest groups and social strata of emotional resonance. These people gather in the network to form a network group, distribute, broadcast and comment on the information, forming a network group event that has a certain impact on social life and even the democratic political process. However, in the practice of dealing with the network group events, the government generally has insufficient understanding of the network group events, and the means lag behind, so it is often unable to properly deal with the events, eliminate the influence, repair the image, but instead intensify the contradictions and make the events become more and more serious. Resulting in all kinds of negative effects. Based on this, the author puts forward the topic of "study of network group events and their governance mechanism", starting with defining the concept of network group events, and then analyzing its characteristics and the performance of various stages, excavating its deep reasons. On this basis, a targeted governance mechanism of network group events is constructed. Based on the research method of literature analysis and case analysis, this paper analyzes the network group events step by step, and then puts forward the theoretical framework and practical ideas to deal with the network group events. This paper is divided into four parts about the related problems of network group events and their governance mechanism. The first part introduces the background, purpose and significance of the research, the current situation of the relevant research, research ideas and theoretical issues. Then the second part defines the concept of the network group event on the basis of the analysis and comments, and clarifies the process of the network group event, and finally, from the participation subject, the appeal goal, This paper analyzes the characteristics of network group events from three aspects of behavior pattern. The third part divides the network group events into "latent-germinating stage", "diffusion-recession stage" and "appeasing-dying stage" with the help of the "three stage model" of crisis management. The performance and influencing factors of each stage are analyzed in depth. The fourth part puts forward the specific governance mechanism, which is the foothold of this paper. The construction of governance mechanism draws lessons from the theory of division of crisis management stage as the support of frame structure, the theory of governance as the value orientation of concrete measures, according to the order from the whole to the part, first from the subject, the principle. In the framework three aspects, the macro framework of the governance mechanism of network group events is put forward, in which the prevention mechanism, emergency mechanism and recovery mechanism of network group events, which are related to each other and interact with each other, are constructed concretely. And the part of each mechanism is described in detail, this mechanism has certain pertinence and maneuverability. The prevention mechanism includes interest coordination, conflict resolution, government image construction, education guidance and network governance, which are the key links in the governance mechanism of network group events. The emergency mechanism includes emergency plan mechanism, information early warning mechanism and rapid response mechanism, which is the main link of the network group event management mechanism. The recovery mechanism emphasizes the following governance of events and draws the power of renewal and progress, which plays an irreplaceable role in the integrity and organic operation of the whole network group event governance mechanism.
