完善刑事技術部門的激勵機制

【摘要】: 建構完善的刑事技術部門激勵機制,充分調(diào)動刑事技術人員的積極性,最大限度地發(fā)揮其潛能以實現(xiàn)公安機關的高效運轉,是當前我國刑事技術部門一項重大而緊迫的任務。本研究以管理學激勵理論、激勵技術為理論框架,來探討如何完善我國刑事技術部門的激勵機制。 本文首先根據(jù)激勵機制等領域存在理論,來定義刑事技術部門激勵機制。其次,根據(jù)內(nèi)容型激勵理論、過程型激勵理論初步建構了刑事技術部門激勵機制的理論框架,從刑事技術在公安工作中的地位和激勵機制作用等角度分析了激勵機制與刑事技術部門和技術人員工作績效的內(nèi)在關系,為后續(xù)的實證分析提供了理論基礎。再次,本文對我國刑事技術部門激勵機制的現(xiàn)狀進行了實證分析,指出了我國當前刑事技術部門激勵機制存在的主要問題,包括片面強調(diào)精神激勵、競爭激勵未真正落實、負激勵形式化、忽視刑事技術人員自我激勵等等。最后,本文結合總結公務員激勵制度建設、公安激勵制度建設和國內(nèi)外相關經(jīng)驗,聚焦于刑事技術部門激勵機制現(xiàn)狀分析,從中發(fā)現(xiàn)問題并分析其產(chǎn)生的原因,為我國刑事技術部門從整體上改進和完善激勵機制建設提供了參考。 本文的主要結論如下:建立刑事技術部門激勵制度體系要以績效管理為基礎,找出解決績效管理中存在的問題的方法;以執(zhí)行、監(jiān)督制度為核心,使激勵的作用得到充分發(fā)揮。進而指出可以通過完善公安刑事技術部門績效管理體系,完善我國公安刑事技術部門競爭激勵制度,在執(zhí)行、監(jiān)督制度上確保公安刑事技術部門激勵機制的有效運行是完善我國公安刑事技術部門激勵機制的主要對策。
[Abstract]:It is an important and urgent task for our criminal technical departments to construct a perfect incentive mechanism of criminal technical departments, fully mobilize the enthusiasm of criminal technical personnel and maximize their potential to realize the efficient operation of public security organs. Based on the theory of incentive theory and incentive technology of management, this paper discusses how to perfect the incentive mechanism of criminal technology department in China. Firstly, according to the theory of incentive mechanism and other fields, this paper defines the incentive mechanism of criminal technical department. Secondly, according to the theory of content-based incentive and process-based incentive theory, the theoretical framework of the incentive mechanism of criminal technical department is preliminarily constructed. From the point of view of the position of criminal technology in public security work and the role of incentive mechanism, this paper analyzes the internal relationship between the incentive mechanism and the work performance of the criminal technical department and technical personnel, which provides a theoretical basis for the subsequent empirical analysis. Thirdly, this paper makes an empirical analysis on the current situation of the incentive mechanism of the criminal technology department in China, and points out the main problems existing in the incentive mechanism of the criminal technology department in our country, including the one-sided emphasis on the spirit incentive, and the lack of implementation of the competition incentive. Negative motivation formalizes, neglects the criminal technical personnel self-motivation and so on. Finally, this article summarizes the civil servant incentive system construction, the public security incentive system construction and the domestic and foreign related experience, focuses on the criminal technical department incentive mechanism present situation analysis, from which discovers the question and analyzes its causes. It provides a reference for our country's criminal technical department to improve and perfect the incentive mechanism on the whole. The main conclusions of this paper are as follows: to establish the system of incentive system in criminal technical departments, we should take performance management as the basis, find out the methods to solve the problems existing in performance management, and take the execution and supervision system as the core, so that the role of incentive can be brought into full play. Furthermore, it is pointed out that we can improve the performance management system of public security criminal technical departments and perfect the competitive incentive system of our country's public security criminal technical departments. To ensure the effective operation of the incentive mechanism of the public security criminal technical department is the main countermeasure to perfect the incentive mechanism of the public security criminal technical department in our country.
