【摘要】： 當(dāng)前我國(guó)正處在現(xiàn)代化建設(shè)的戰(zhàn)略機(jī)遇期,在經(jīng)濟(jì)突飛猛進(jìn)發(fā)展的同時(shí),伴隨著國(guó)際政治多極化、經(jīng)濟(jì)全球化、文明多樣化和國(guó)內(nèi)社會(huì)矛盾復(fù)雜化、思想文化領(lǐng)域差異化的威脅。在如此復(fù)雜的國(guó)際國(guó)內(nèi)形勢(shì)下,擔(dān)負(fù)著為經(jīng)濟(jì)建設(shè)保駕護(hù)航、促進(jìn)社會(huì)主義現(xiàn)代化建設(shè)更快更好發(fā)展重大使命的公安機(jī)關(guān),必須進(jìn)一步加快現(xiàn)代化的進(jìn)程。對(duì)人民公安現(xiàn)代化的制度進(jìn)行研究,不僅可以促進(jìn)人民公安現(xiàn)代化的理論創(chuàng)新、促進(jìn)公安工作和隊(duì)伍建設(shè)在理論層面進(jìn)一步發(fā)展,而且是貫徹落實(shí)科學(xué)發(fā)展觀、適應(yīng)經(jīng)濟(jì)社會(huì)現(xiàn)代化發(fā)展要求、順利完成新時(shí)期黨和人民交付的各項(xiàng)歷史任務(wù)的必然要求。尤其是在當(dāng)前全國(guó)上下正致力于構(gòu)建社會(huì)主義和諧社會(huì)的時(shí)代背景下,就更加需要公安機(jī)關(guān)不斷創(chuàng)新思維理念,進(jìn)一步加強(qiáng)公安工作和隊(duì)伍建設(shè),努力推進(jìn)人民公安現(xiàn)代化建設(shè)向著正確方向健康有序的發(fā)展。本文從制度角度對(duì)如何推進(jìn)人民公安現(xiàn)代化進(jìn)行論述,首先闡釋了現(xiàn)階段人民公安現(xiàn)代化的相關(guān)概念,然后論述了我國(guó)公安現(xiàn)代化的建設(shè)進(jìn)程和存在的問(wèn)題,進(jìn)而在總結(jié)西方發(fā)達(dá)國(guó)家警察現(xiàn)代化建設(shè)先進(jìn)經(jīng)驗(yàn)的同時(shí)提出對(duì)人民公安的啟示,最后落腳于提出推進(jìn)人民公安現(xiàn)代化進(jìn)程的制度,以期對(duì)人民公安現(xiàn)代化建設(shè)做出新的理論貢獻(xiàn)。
[Abstract]:At present, our country is in the strategic opportunity period of modernization construction. With the rapid development of economy, along with the multipolarization of international politics, economic globalization, diversification of civilization and complication of domestic social contradictions, The threat of differentiation in the field of ideology and culture. In such a complicated international and domestic situation, the public security organs, which shoulder the important mission of protecting economic construction and promoting socialist modernization, must further speed up the process of modernization. The research on the system of the modernization of the people's public security can not only promote the theoretical innovation of the modernization of the people's public security, but also promote the further development of the public security work and the construction of the contingent at the theoretical level, and implement the scientific concept of development. It is necessary to meet the demands of economic and social modernization and to fulfill all the historical tasks delivered by the Party and the people in the new period. Especially in the context of the current era when the whole country is devoting itself to building a harmonious socialist society, it is all the more necessary for the public security organs to constantly innovate their thinking ideas and further strengthen public security work and team building. Strive to promote the modernization of the people's public security toward the correct direction of healthy and orderly development. This paper discusses how to promote the modernization of the people's public security from the angle of system, first explains the relevant concepts of the modernization of the people's public security at the present stage, and then discusses the construction process and existing problems of the modernization of our country's public security. At the same time of summing up the advanced experience of the western developed countries' police modernization construction, the author puts forward the enlightenment to the people's public security, and finally puts forward the system to promote the people's public security modernization process. In order to make a new theoretical contribution to the modernization of the people's public security.
