上海地區(qū)吸毒現(xiàn)狀及反吸毒觀念和模式思考

【摘要】：當今世界,全球化的毒品問題已對人類的生存和發(fā)展構(gòu)成重大威脅。據(jù)統(tǒng)計,全世界每年的國際毒品交易額在5000億美元以上,相當于世界貿(mào)易總額的13%,成為僅次于軍火的第二大貿(mào)易。全世界吸毒的人已達8000萬以上,而且每年還在增加。毒品泛濫遍及全球,危害著人類的健康,影響了社會的穩(wěn)定,對人類生存和社會發(fā)展構(gòu)成了嚴重的威脅,我國也概莫能外。筆者選擇了上海作為調(diào)查研究的重點,力圖針對上海地區(qū)吸毒現(xiàn)狀及提出反吸毒的觀念和模式進行理性思考,并提出相應(yīng)的對策方案,以對上海地區(qū)的反吸毒工作有所啟迪。 文章通過三大部分進行分折: 第一部分:通過對國內(nèi)外及上海地區(qū)吸毒現(xiàn)狀及發(fā)展趨勢分析,揭示了上海毒情的嚴峻現(xiàn)實和發(fā)展變化趨勢。文章認為,上海本身不是毒品的原產(chǎn)地,大宗毒品的販毒者主要也不是上海籍人,但上海所查獲的吸毒者 WP=3 絕大多數(shù)為上海戶籍的人員。上海面臨著不容樂觀的毒品外部環(huán)境,從80年代初,隨著對外開放的不斷擴大,毒品開始從境外流入國內(nèi),并迅速在上海蔓延,到目前為止,毒品在上海的發(fā)展變化過程經(jīng)歷了三個階段,并具有新的特點。上海的毒品問題發(fā)展趨勢不容樂觀,反毒斗爭任重道遠。 第二部分:圍繞反吸毒中涉及的觀念,尤其是針對種種問題進行了分析。其中有:如何正確認識毒品的生產(chǎn)、加工、販運活動與毒品消費之間的關(guān)系;如何正確認識毒品的成癮性;如何正確認識現(xiàn)實社會的戒毒成功率;如何正確認識國內(nèi)外有關(guān)反吸毒的理論對策;如何正確認識吸毒和犯罪之間的關(guān)系;如何正確認識零星販毒和吸毒之間的關(guān)系;如何正確認識我國五十年代反吸毒成功的歷史經(jīng)驗。 第三部分:根據(jù)上海地區(qū)的特點,提出了符合上海實際情況的反毒品新模式的框架構(gòu)思。筆者認為,以下問題尤為重要和必要:重視毒品的戒吸問題,建立反毒品新理念;堅持黨和政府的領(lǐng)導,明確有關(guān)部門和人員的責任;建立健全反毒法制體系,強化專門反毒機構(gòu)的功能;通過“四禁并舉”,建立起完善的綜合治理體制;加強毒品的預(yù)防教育;依法加強緝毒工作,提高偵破毒品案件的能力。 筆者認為,毒品問題的發(fā)生和存在有著深刻的社會原因。在社會變遷、解體和重組的時期,多種經(jīng)濟成分和分配方式并存,在事實上導致了人與人之間利益的沖突和社會管理方面的斷層,毒品問題正是在這些斷層中滋長和蔓延起來的。因此,從當前的根本任務(wù)來說,我們?nèi)詰?yīng)致力于加快改革的步伐,形成科學的思想觀念,爭取早日使有效的反吸毒體系成熟化,按照“四禁并舉、堵源截流、嚴格執(zhí)法、標本兼治”的禁毒方針,堅持禁吸、禁販、禁種、禁制,控制非法供應(yīng)和防止濫用并重,禁止和打擊一切從事毒品違法犯罪活動,消滅毒品犯罪產(chǎn)生和發(fā)展的土壤。文章認為,毒品泛濫乃是涉及到政治、經(jīng)濟、文化等各個方面的問題,不僅僅是上海地 WP=4 區(qū)的問題,同時也是全國性乃至全球性的問題。筆者對我國控制毒品充滿信心,并愿意為禁毒工作獻一份力,盡一份責。
