【摘要】：構(gòu)建和諧社會(huì)是我國(guó)社會(huì)發(fā)展的新要求和治國(guó)安邦的重大戰(zhàn)略任務(wù)。新聞媒體作為黨執(zhí)政的重要工具之一,在構(gòu)建和諧社會(huì)中具有不可替代的重要作用。作為構(gòu)建和諧社會(huì)的重要輿論工具,新聞媒體應(yīng)該堅(jiān)持正確的輿論導(dǎo)向、積極引領(lǐng)公眾輿論,努力在構(gòu)建和諧社會(huì)中凝聚力量,為全面建設(shè)小康社會(huì)、加強(qiáng)我國(guó)民主政治建設(shè)發(fā)揮重要作用。 在新的歷史時(shí)期,公安新聞宣傳工作面臨著嚴(yán)峻的形勢(shì),擔(dān)負(fù)著更加繁重的任務(wù)。隨著社會(huì)轉(zhuǎn)型、經(jīng)濟(jì)轉(zhuǎn)軌和新舊體制交替,意識(shí)形態(tài)領(lǐng)域面臨新情況、新問(wèn)題,各種思想文化相互激蕩前所未有,人們的思想活動(dòng)日趨活躍前所未有,人們對(duì)精神文化需求的快速增長(zhǎng)前所未有。這些對(duì)公安民警的思想必然產(chǎn)生重大的影響,必須發(fā)揮公安新聞宣傳工作的作用,必須緊緊圍繞全黨全國(guó)工作的大局,緊緊圍繞公安工作和隊(duì)伍建設(shè)的中心任務(wù),堅(jiān)持團(tuán)結(jié)、穩(wěn)定、鼓勁和正面宣傳為主的方針,堅(jiān)持唱響主旋律。打好主動(dòng)仗,充分利用各種公安宣傳陣地,運(yùn)用多種形式,弘揚(yáng)隊(duì)伍正氣,增強(qiáng)公安新聞宣傳工作的吸引力、感染力,擴(kuò)大影響力和覆蓋面,大力營(yíng)造公安機(jī)關(guān)履行三大政治和社會(huì)責(zé)任的良好氛圍,用黨的先進(jìn)理論武裝民警,統(tǒng)一思想,凝聚力量,為公安機(jī)關(guān)積極參與全面建設(shè)小康社會(huì)、構(gòu)建和諧社會(huì)提供強(qiáng)有力的思想保證和輿論支持。 公安宣傳工作要旗幟鮮明、針鋒相對(duì),強(qiáng)化措施、掌握主動(dòng),牢牢掌握涉藏輿論斗爭(zhēng)的話語(yǔ)權(quán)和主導(dǎo)權(quán)。做大做強(qiáng)公安新聞宣傳工作,積極與主流傳統(tǒng)媒體和新興媒體合作,積極推進(jìn)“雙語(yǔ)”傳播；大力實(shí)施“西新工程”、“掃黃打非·珠峰工程”,充分發(fā)揮我區(qū)實(shí)施網(wǎng)絡(luò)、手機(jī)真實(shí)身份登記的優(yōu)勢(shì),完善互聯(lián)網(wǎng)信息監(jiān)管,構(gòu)筑空中、地面和網(wǎng)絡(luò)反滲透防控體系,切實(shí)做到在全區(qū)120萬(wàn)平方公里的遼闊疆域上,黨中央的聲音形象聽得到、看得到,敵對(duì)勢(shì)力和達(dá)賴集團(tuán)的聲音形象聽不到、看不到,確保意識(shí)形態(tài)和文化領(lǐng)域絕對(duì)安全。
[Abstract]:Building a harmonious society is the new requirement of our country's social development and the important strategic task of ruling our country and security. As one of the important tools of the ruling party, the news media plays an irreplaceable role in the construction of a harmonious society. As an important public opinion tool to build a harmonious society, the news media should adhere to the correct guidance of public opinion, actively lead the public opinion, strive to build a harmonious society, in order to build a well-off society in an all-round way. Strengthening China's democratic political construction plays an important role. In the new historical period, the public security news propaganda work faces the stern situation, is shouldering the heavier task. With the social transformation, the economic transition and the replacement of the old and the new systems, the ideological field is facing new situations, new problems, various kinds of ideological and cultural agitation, and people's ideological activities are becoming increasingly active and unprecedented. The rapid growth of people's spiritual and cultural needs is unprecedented. These will inevitably have a significant impact on the thinking of the public security police. They must give play to the role of public security news and propaganda work, closely revolve around the overall situation of the whole party and the whole country, closely revolve around the central task of public security work and the building of the contingent, and adhere to unity. Stable, energetic and positive propaganda-oriented policy, adhere to the main melody. To take the initiative to make full use of all kinds of public security propaganda positions, to use various forms, to carry forward the positive spirit of the contingent, to enhance the appeal and appeal of the public security news and propaganda work, and to expand its influence and coverage. We should vigorously create a good atmosphere for public security organs to carry out the three major political and social responsibilities, arm the police with the Party's advanced theory, unify their thinking, pool their strength, and actively participate in the building of a well-off society in an all-round way for public security organs. Building a harmonious society provides a strong ideological guarantee and public opinion support. The work of public security propaganda should take a clear-cut stand, be tit-for-tat, strengthen measures, take the initiative, and firmly grasp the right to speak and lead the struggle involving public opinion in Tibet. To strengthen the public security news and propaganda work, actively cooperate with mainstream traditional media and emerging media, and actively promote "bilingual" communication; To vigorously implement the "Xixin Project" and the "Anti-pornography and Non-Everest Project", to give full play to the advantages of the implementation of network and mobile phone real identity registration in our region, to improve Internet information supervision, and to build an air, ground and network anti-osmosis control system. On the vast territory of 1.2 million square kilometers in the whole region, the sound image of the Party Central Committee can be heard and seen, and the sound image of the hostile forces and the Dalai clique cannot be heard or seen, thus ensuring absolute security in the ideological and cultural fields.
