【摘要】： 采用合適的社區(qū)消防工作管理模式,是提高我國防御火災(zāi)能力的有效措施,探索有效的消防工作管理模式已成為當(dāng)前消防工作面臨的一個(gè)重大課題。筆者從社區(qū)消防工作管理模式的含義入手,論述了社區(qū)消防工作管理模式研究的重要性,通過對我國當(dāng)前主要存在的政府主導(dǎo)型、單位主管型、物業(yè)管理型、社會主導(dǎo)型等社區(qū)消防工作管理模式進(jìn)行對比,分析它們的優(yōu)點(diǎn)以及存在問題,并借鑒發(fā)達(dá)國家和地區(qū)采用的公眾參與型、地區(qū)自治管理型、自我管理型等先進(jìn)社區(qū)消防工作管理模式,探索出我國將采用政府指導(dǎo)、群眾參與的社區(qū)消防工作管理模式。闡述我國采用政府指導(dǎo)、群眾參與的社區(qū)消防工作管理模式的必要性以及開展方法。雖然政府主導(dǎo)型、單位管理型、物業(yè)管理型、社會主導(dǎo)型等多種社區(qū)消防工作管理模式將在我國很長的一段時(shí)間內(nèi)并存。但是隨著我國消防基礎(chǔ)設(shè)施的完善,全民消防意識的提高,將采用政府指導(dǎo)、群眾參與的社區(qū)消防管理模式。
[Abstract]:It is an effective measure to improve the fire prevention ability of our country to adopt the appropriate management mode of community fire fighting work, and it has become an important subject for the fire protection work to explore the effective management mode of fire fighting work. The author starts with the meaning of community fire work management mode, discusses the importance of community fire work management mode research, through the main existing in our country government leading type, unit in charge type, property management type, This paper compares the management models of community fire work such as social leading type, analyzes their advantages and existing problems, and draws lessons from the public participation type and regional autonomy management model adopted by developed countries and regions. This paper explores the management mode of fire control work in advanced communities, such as self-management model, which will be guided by the government and participated by the masses. This paper expounds the necessity and methods of adopting the management mode of community fire fighting work under the guidance of the government and the participation of the masses in our country. Although many kinds of community fire work management modes, such as government leading, unit management, real estate management and social leading, will coexist in our country for a long time. However, with the perfection of fire protection infrastructure and the improvement of fire protection consciousness of the whole people, the community fire control management mode which is directed by the government and participated by the masses will be adopted.
