論我國公眾評估警察績效的機(jī)制構(gòu)建

【摘要】:隨著我國政治體制改革的深入推進(jìn),我國公安系統(tǒng)的隊伍建設(shè)及工作改進(jìn)也日益加強(qiáng)。近年來,為實現(xiàn)警員隊伍管理的創(chuàng)新化、科學(xué)化,對警察組織開展績效管理成為理論界研究的重點?冃Х磻(yīng)了一個組織內(nèi)部各個成員及組織整體的工作表現(xiàn),公安機(jī)關(guān)作為政府公共部門,其組織績效不僅關(guān)系著內(nèi)部人員或機(jī)構(gòu)的評定,更關(guān)乎群眾的切身利益.對于公安工作的開展情況及警員的表現(xiàn),群眾應(yīng)該最有發(fā)言權(quán)。近年來在我國公安機(jī)關(guān)進(jìn)行績效管理的過程中,逐漸開始重視公眾的參與和監(jiān)督,并進(jìn)行了一些探索和實踐,如“大走訪”開門評警及“我最喜愛的人民警察評選”活動。這類活動將對公安工作開展和警員表現(xiàn)的評判權(quán)交到群眾手中,將群眾的滿意度和安全感作為評價公安工作的重要指標(biāo),體現(xiàn)了公安機(jī)關(guān)以人為本、執(zhí)法為民的執(zhí)法理念,也為引導(dǎo)公眾參與評估警察績效提供了實踐經(jīng)驗,,但這并不意味著公眾評警已經(jīng)成為警察績效評估的組成部分。因而,本文試圖通過相關(guān)國內(nèi)外實踐和文獻(xiàn)研究,構(gòu)建出一個公眾評估警察績效的長效機(jī)制,使“開門評警”的先進(jìn)理念和經(jīng)驗得到固化。 本文首先對構(gòu)建公眾評估警察績效機(jī)制所需明確的概念進(jìn)行了界定,同時架構(gòu)起了構(gòu)建機(jī)制所需的理論基礎(chǔ),包括新公共服務(wù)理論、公共部門績效評估理論、公安質(zhì)量管理理論。然后,本文采用實證主義的研究方法,對國內(nèi)外公眾評警的實踐進(jìn)行分析,在國外以英國為例,通過深入分析英國警務(wù)績效評估框架的先進(jìn)性,對比出了我國構(gòu)建公眾評估警察績效機(jī)制所存在的不足。針對這些不足,文章的最后一部分有針對性地提出了我國構(gòu)建公眾評估警察績效機(jī)制所需作出的努力:營造有利于公眾評估警察績效機(jī)制構(gòu)建的社會環(huán)境,包括政治文化環(huán)境和公民文化環(huán)境;完善公眾評估警察組織績效的制度保障包括完善信息公開制度、加快立法進(jìn)程;完善公眾評估警察績效的程序,包括將準(zhǔn)備階段、開展階段及結(jié)果運用階段的各類程序進(jìn)行科學(xué)設(shè)計。
[Abstract]:With the development of our country's political system reform, the construction and improvement of our country's public security system has been strengthened day by day. In recent years, in order to realize the innovation and scientific management of the police force, it has become the focus of theoretical research to carry out the performance management of the police organization. Performance reflects the performance of each member of the organization and the whole organization. As a government public sector, the performance of the public security organization is not only related to the assessment of internal personnel or institutions, but also to the vital interests of the masses. The masses should have the most say in the conduct of public security work and the performance of police officers. In recent years, in the process of performance management of public security organs in our country, the public participation and supervision have been paid more and more attention, and some explorations and practices have been carried out, such as "big visit", opening doors and evaluating police, and "my favorite people's police evaluation" activities. This kind of activity places in the hands of the masses the right to judge the development of public security work and the performance of police officers. The satisfaction of the masses and sense of security are regarded as important indicators for the evaluation of public security work, which embodies the idea that the public security organs are people-oriented and that law enforcement is for the people. It also provides practical experience for the public to participate in the evaluation of police performance, but this does not mean that the public evaluation of police has become a component of police performance evaluation. Therefore, this paper attempts to construct a long-term mechanism of public evaluation of police performance through relevant domestic and foreign practice and literature research, so that the advanced concept and experience of "open door evaluation of police" can be solidified. This paper first defines the clear concepts needed to construct the public performance evaluation mechanism of the police, and at the same time, constructs the theoretical basis for the construction of the mechanism, including the new public service theory, the public sector performance evaluation theory. Theory of Public Security quality Management. Then, this article uses the positivism research method, carries on the analysis to the domestic and foreign public appraisal police practice, takes the England as the example, through the thorough analysis British police service performance appraisal frame advancement, This paper contrasts the deficiency of constructing the mechanism of public evaluation of police performance in our country. In view of these shortcomings, the last part of the article pointed out the efforts needed to construct the mechanism of public evaluation of police performance in China: to create a social environment conducive to the construction of the mechanism of public evaluation of police performance. Including political and cultural environment and citizen cultural environment; perfecting the system of public evaluation of police organization performance, including improving the information disclosure system, speeding up the legislative process; perfecting the process of public evaluation of police performance, including the preparation phase, All kinds of procedures in the stage of development and application of results are designed scientifically.
