【摘要】：隨著我國社會主義市場經(jīng)濟的快速發(fā)展，城市化進程的不斷加劇，大量農(nóng)村人口涌入城市。社會成員固定地從屬于一定社會組織的管理體制逐漸被打破，大量“單位人”轉(zhuǎn)為“社區(qū)人”，社區(qū)在人民生活和社會發(fā)展中的作用越來越大。在新形勢下，由于社區(qū)治安防范的滯后，造成社區(qū)的刑事案件比重增大，發(fā)案增加，社區(qū)已成為犯罪分子主要侵害對象，若不及時改變現(xiàn)狀，將會給國家、社會和居民帶來無法彌補的損失。 社區(qū)治安防范作為預(yù)防違法犯罪的一種事前的、積極主動的治本式的舉措，在社區(qū)建設(shè)研究和社會治安防范體系研究中，越來越受到人們的關(guān)注和重視。目前，社區(qū)治安防范體系建設(shè)正面對著新的環(huán)境，面臨著新的挑戰(zhàn)：犯罪誘因多樣化，治安防范形勢出現(xiàn)復(fù)雜化；犯罪日益智能化，治安防范管理手段創(chuàng)新迫在眉睫；利益主題多元化，治安防范管理的社會化意識亟待進一步加強；環(huán)境變量與組織變量的互動愈加明顯，要求治安防范管理系統(tǒng)化等等，這些問題都亟待研究和解決。 本文主要以沈陽市為參照，通過刑事案件、多發(fā)性侵財案件發(fā)案的實際數(shù)理分析，吸收和運用古今中外理論成果，系統(tǒng)研究我國社區(qū)治安防范體系內(nèi)容、特點、原則以及體系建設(shè)中的若干要素，從微觀角度進一步細化了防范組織和防范方法，這在我國公共安全領(lǐng)域研究中還不多見。特別是研究了在實際工作，真正落實“打防結(jié)合，以防為主”方針，準(zhǔn)確定位社區(qū)內(nèi)各種治安防范資源職能，妥善處理相互關(guān)系，達到科學(xué)合理整合，，并提出了一些實用性、創(chuàng)新性的防范措施和方法，努力用最少的投入，達到防范效用最大化。 本文注意學(xué)習(xí)、借鑒和總結(jié)古今中外有關(guān)社區(qū)治安防范先進理論和經(jīng)驗，深入探討我國社區(qū)治安防范體系建設(shè)。特別是對目前存在的突出問題和薄弱環(huán)節(jié)，系統(tǒng)的分析五個制約因素，提出了新時期加強社區(qū)治安防范的對策。把堅持以人為本，樹立積極防范意識，強化防范運行機制，謀求持續(xù)長遠發(fā)展為社區(qū)治安防范的根本；把改善警民關(guān)系，以實施社區(qū)警務(wù)戰(zhàn)略以及開展社區(qū)治安綜合治理工
[Abstract]:With the rapid development of socialist market economy and the increasing urbanization process, a large number of rural population is pouring into the city. The management system of social members, which belongs to a certain social organization, is gradually broken down, a large number of "unit people" become "community people", and the role of community in people's life and social development is becoming more and more important. Under the new situation, due to the lag of community security prevention, the proportion of criminal cases in the community has increased and the number of criminal cases in the community has increased. The community has become the main target of aggression by criminals. If the status quo is not changed in time, it will be given to the country. Society and the inhabitants bring irreparable losses. Community security prevention, as a proactive and proactive measure to prevent crime, has attracted more and more attention in the research of community construction and social security prevention system. At present, the construction of community security prevention system is facing a new environment and new challenges: diversification of crime inducement, complexity of security prevention situation, intelligence of crime, innovation of public security prevention management means is urgent. The social consciousness of public security prevention and management needs to be further strengthened, and the interaction between environmental variables and organizational variables is becoming more and more obvious, which requires the systematization of public security prevention management and so on. These problems need to be studied and solved urgently. This article mainly regards Shenyang as the reference, through the actual mathematical analysis of the criminal case, the multiple invading the property case, absorbs and uses the ancient and modern Chinese and foreign theories achievement, systematically studies the content and the characteristic of the community security prevention system of our country. The principles and some elements in the system construction further refine the prevention organization and methods from the micro point of view, which is still rare in the field of public security in China. In particular, it has studied the practical work, truly implemented the policy of "combination of strike and prevention, prevention first", accurately positioned the functions of various public security guard resources in the community, properly handled the relationship between each other, achieved scientific and reasonable integration, and put forward some practicability. Innovative preventive measures and methods, with the least input, to maximize the effectiveness of prevention. This paper pays attention to study, draws lessons from and sums up the advanced theories and experiences of community security prevention at all times and at home and abroad, and probes into the construction of community security prevention system in China. Especially for the existing outstanding problems and weak links, the paper systematically analyzes five restrictive factors, and puts forward countermeasures to strengthen community security prevention in the new period.
