【摘要】： 消防工作是我國(guó)重要的行政管理工作,是國(guó)家長(zhǎng)治久安的一項(xiàng)重要保障。消防安全管理,就是遵循火災(zāi)發(fā)生和國(guó)民經(jīng)濟(jì)發(fā)展的客觀規(guī)律,依照消防工作的方針、政策、原則和法規(guī),運(yùn)用管理科學(xué)的理論和方法,通過(guò)計(jì)劃、組織、指揮、協(xié)調(diào)和控制等職能,合理而有效地使用人力、財(cái)力、物力、時(shí)間和信息,為成功地達(dá)到預(yù)定的消防安全目標(biāo)而進(jìn)行的各種消防活動(dòng)的總和。它是一種有意識(shí)有目的的社會(huì)行為,標(biāo)志著人們用火、控制火災(zāi)的能力和水平。本文對(duì)消防安全管理工作的研究,對(duì)于如何解決由于社會(huì)綜合技術(shù)的發(fā)展和社會(huì)生活方式的改變所引起的火災(zāi)問(wèn)題所具有的廣泛性和復(fù)雜性,具有重要的現(xiàn)實(shí)參考意義。　　 　　　本文研究的主要內(nèi)容,包括以下五個(gè)基本章節(jié):　 　　　第一章　　綜述當(dāng)前消防工作的性質(zhì)、任務(wù)、作用及消防工作的方針和原則;分析闡述了目前消防工作存在的基本問(wèn)題和應(yīng)采取的相應(yīng)對(duì)策�！� 　　　第二章　　概括總結(jié)了消防安全管理的性質(zhì)、職能、特點(diǎn)和重要性,系統(tǒng)闡述了消防安全管理工作的方針、原則、內(nèi)容和方法�！� 　　　第三章　　闡述了現(xiàn)行體制下我國(guó)消防管理機(jī)構(gòu)的組織原則和基本形式;詳細(xì)介紹了我國(guó)消防管理組織機(jī)構(gòu)和消防隊(duì)伍的組成情況及各自職能�！� 第四章　　表述了如何制定消防計(jì)劃及在貫徹執(zhí)行中應(yīng)注意的方面;強(qiáng)調(diào)了消防宣傳工作在消防安全管理中的重要作用,對(duì)消防宣傳工作的內(nèi)容和形式作了詳盡闡述�！� 　　　第五章　　以前述章節(jié)表述為基礎(chǔ),概括總結(jié)了我國(guó)目前已形成的消防安全管理工作框架,同時(shí)指出現(xiàn)行的某些消防安全管理模式已不能適應(yīng)時(shí)代發(fā)展的要求,必須轉(zhuǎn)變消防管理理念,建立全新的消防管理模式�！　　�
[Abstract]:Fire-fighting work is an important administrative work in our country and an important guarantee for the long-term stability of the country. Fire safety management means following the objective laws of fire occurrence and the development of the national economy, in accordance with the principles, policies, principles and regulations of fire control work, and applying the scientific theory and methods of management, through planning, organizing, and directing. Coordination and control functions, rational and effective use of human, financial, material, time and information, to successfully achieve the fire safety objectives of the total of all kinds of fire activities. It is a conscious and purposeful social behavior that marks the ability and level of fire control. In this paper, the research on fire safety management, how to solve the fire problems caused by the development of social comprehensive technology and the change of social life style, is extensive and complex. It has important practical reference significance. It includes the following five basic chapters: the first chapter summarizes the nature, tasks, functions and principles of the current fire protection work; This paper analyzes and expounds the basic problems existing in the present fire control work and the corresponding countermeasures to be taken. The second chapter summarizes the nature and functions of the fire safety management. Characteristics and importance, the principles and principles of fire safety management are expounded systematically. The third chapter expounds the organization principle and basic form of fire control organization in our country under the current system. The composition and functions of fire management organization and fire fighting team in China are introduced in detail. Chapter four describes how to formulate fire control plan and The aspects that should be paid attention to in the implementation; The important role of fire control propaganda in fire safety management is emphasized. The contents and forms of fire control propaganda are elaborated in detail. Chapter five is based on the foregoing chapters. This paper summarizes the working frame of fire safety management that has been formed in our country, and points out that some current fire safety management modes can no longer meet the requirements of the development of the times, and must change the concept of fire control management. Establish a new fire management model.
