【摘要】： 戶口管理制度作為一項重要的社會制度,無論在古代還是現代,都發(fā)揮著重要的作用。隨著我國經濟轉軌、市場轉型進程的逐步加快,現行戶口管理制度的弊端愈發(fā)明顯地表現出來,對其改革也呼之欲出。本文回顧了我國戶口管理制度的演變,闡述了我國由計劃經濟體制向市場經濟體制轉軌過程中戶口制度改革的滯后性,通過借鑒國外的戶口管理制度,試圖探索出適合中國國情戶口管理模式,從而促進社會的和諧、穩(wěn)定、可持續(xù)發(fā)展。本文主要分三部分。 第一部分,闡述了我國古代戶口管理制度的演變,對我國古代戶口制度產生、發(fā)展和完善做了較詳細的描述,著重論述了我國古代戶口管理制度的歷史作用。 第二部分,回顧了我國現代戶口管理制度所經歷的三個階段,以及每個階段戶口管理制度的基本特點,詳細地論述了我國現行戶口管理制度的現狀與存在的主要問題和負面影響。 第三部分,通過借鑒國外“戶口管理”的經驗,結合我國國情,試圖構建一套和諧的戶口管理模式。
[Abstract]:As an important social system, hukou management system plays an important role in both ancient and modern society. With the economic transition and the gradual acceleration of the market transformation process, the drawbacks of the current hukou management system are becoming more and more obvious, and the reform of the system is also imminent. This paper reviews the evolution of the hukou management system in China, and expounds the lag in the reform of the hukou system during the transition from the planned economy system to the market economy system. In order to promote social harmony, stability and sustainable development, this paper attempts to explore a hukou management model suitable for China's national conditions. This paper is divided into three parts. The first part expounds the evolution of the ancient hukou management system in China, describes in detail the emergence, development and improvement of the ancient hukou system in China, and emphatically discusses the historical role of the ancient hukou management system in China. The second part reviews the three stages of the modern hukou management system in China and the basic characteristics of the hukou management system in each stage. The present situation, main problems and negative effects of the current hukou management system in China are discussed in detail. In the third part, the author tries to build a harmonious hukou management model by drawing lessons from the experience of foreign countries and combining with the national conditions of our country.
