【摘要】：正目前預(yù)防青少年犯罪工作面臨的形勢仍很嚴峻,引發(fā)青少年違法犯罪的因素大量存在,不少地方工作機制還需完善。各地、各部門既要認真總結(jié)經(jīng)驗,鞏固成績;還要找差距,找問題,找薄弱環(huán)節(jié),制定切實可行的工作措施。要認真貫徹落實民政部、中央綜治辦、公安部、團中央等十九個中央部門《關(guān)于加強流浪未成年人工作的意見》,重點抓好城市流浪未成年人救助保護中心建設(shè),全面開展“為了明天——服刑人員未成年子女關(guān)愛行動”,深入實施青少年違法犯罪社區(qū)預(yù)防計劃。要圍繞邊緣學(xué)生群體制定有效措施,強化義務(wù)教育法在基層的貫徹落實,開展對工讀學(xué)校的調(diào)研,進一步完善少年司法制度,開展環(huán)境整治行動,清除影響未成年人成長的不良誘因。要圍繞預(yù)防青少年違法犯罪工作中出現(xiàn)的新情況、新問題,積極探索預(yù)防青少年違法犯罪工作的有效方法。
[Abstract]:At present, the situation of preventing juvenile delinquency is still very severe, the factors causing juvenile delinquency exist in large numbers, and many local working mechanisms still need to be improved. All departments should sum up their experiences and consolidate their achievements. They should also look for gaps, problems, weak links, and formulate practical work measures. It is necessary to conscientiously implement the opinions on strengthening the work of street minors by 19 central departments, such as the Ministry of Civil Affairs, the Central Office of Comprehensive Management, the Ministry of Public Security, the League Central Committee, and so on, and focus on the construction of rescue and protection centers for street minors in cities. To carry out the Action of Care and Care for the Juvenile Children of prisoners for tomorrow, and to carry out the community prevention plan for juvenile delinquency. It is necessary to formulate effective measures around marginalized student groups, strengthen the implementation of the compulsory education law at the grass-roots level, carry out research and research on work-study schools, further improve the juvenile justice system, and carry out actions to rectify the environment. Remove undesirable incentives that affect the growth of minors. It is necessary to actively explore effective methods to prevent juvenile delinquency by focusing on the new situation and new problems in the prevention of juvenile delinquency.
