【摘要】：正 “飛車”搶奪是指犯罪嫌疑人以非法占 有為目的,以摩托車為主要作案工具,乘路 人不備而實(shí)施公開搶奪財(cái)物的刑事犯罪行為。近年來(lái),以流動(dòng)性大、突發(fā)性強(qiáng)、發(fā)案率高為特點(diǎn)的“飛車”搶奪案件,在城郊地區(qū)呈現(xiàn)出上升的趨勢(shì),已對(duì)城郊地區(qū)居民的生命財(cái)產(chǎn)安全構(gòu)成了較為嚴(yán)重的威脅。以上海城郊某區(qū)為例,2000年該區(qū)“飛車”搶奪案件立案31起;2001年立案114起,比2000年上升258.1％。2002年1-6月上海19個(gè)行政區(qū)中,城郊部4個(gè)區(qū)搶奪案件發(fā)案數(shù),占全市搶奪案件發(fā)案總數(shù)的49.5％,其中“飛車”搶奪案件居多。因此,加強(qiáng)對(duì)城郊地區(qū)“飛車”搶奪犯罪的成因及其打防對(duì)策的研究,在當(dāng)前具有積極的現(xiàn)實(shí)意義。
[Abstract]:The "flying car" snatch refers to the criminal act of the criminal suspect taking illegal possession as the purpose, taking the motorcycle as the main crime tool and taking the road person unprepared to carry out the criminal act of openly robbing the property. In recent years, the case of "flying car" snatching, which is characterized by high mobility, sudden occurrence and high incidence rate, has shown a rising trend in suburban areas, which has posed a serious threat to the safety of residents' lives and property in suburban areas. Taking a certain district in the suburbs of Shanghai as an example, in 2000 there were 31 cases of "flying cars" snatching cases, and 114 cases were filed in 2001, an increase of 258.1% of the 19 administrative districts in Shanghai from January to June 2002, and the number of cases of snatching of 4 districts in the suburbs of Shanghai from January to June 2002. It accounts for 49.5% of the total number of robberies in the city. Therefore, it is of positive practical significance to strengthen the research on the causes and countermeasures of the crime of "flying car" snatching in suburban areas.
