【摘要】： 刑事政策是刑事立法與刑事司法的靈魂,它對(duì)于刑事法治建設(shè)具有重要的指導(dǎo)意義。寬嚴(yán)相濟(jì)的刑事政策是刑事法對(duì)構(gòu)建和諧社會(huì)這一政治目標(biāo)的回應(yīng),它的確立表明我國(guó)的刑事政策在新的歷史條件下的發(fā)展完善。本人作為政法部門公安機(jī)關(guān)的一員,站在一個(gè)司法實(shí)踐者的立場(chǎng)上,圍繞構(gòu)建和諧社會(huì)背景下,就公安工作如何把握和運(yùn)用好寬嚴(yán)相濟(jì)刑事政策進(jìn)行實(shí)務(wù)性上的思考。
[Abstract]:Criminal policy is the soul of criminal legislation and criminal justice. The criminal policy of combining leniency and severity is the response of criminal law to the political goal of building a harmonious society. Its establishment indicates the development and perfection of our country's criminal policy under the new historical conditions. As a member of the public security organs of the political and legal departments, standing on the stand of a judicial practitioner, I have carried out practical thinking on how to grasp and apply the criminal policy of combining leniency and strict punishment in public security work under the background of constructing a harmonious society.
