【摘要】：我國社會發(fā)展中影響和諧穩(wěn)定的因素穩(wěn)定仍然大量存在。維護(hù)高校的穩(wěn)定,關(guān)系到國家發(fā)展的大局�？刂坪徒鉀Q好高校學(xué)生群體性事件,是維護(hù)高校穩(wěn)定的重要任務(wù),加強(qiáng)對相關(guān)工作策略的研究就顯得十分緊迫和必要。本文分析了近年來上海高校學(xué)生群體性事件的基本情況、特點以及形成原因,認(rèn)為高校學(xué)生群體性事件和一般社會群體性事件比較,有參與主體較為單一,具有較強(qiáng)的聚眾性;利益訴求較為一致,具有較強(qiáng)的共鳴性;社會影響較為廣泛,具有較強(qiáng)的危害性;表現(xiàn)方式較為激烈,具有較強(qiáng)的非理性等特點。同時,特定政策制定和執(zhí)行的問題;教育資源配置和管理的問題;法制教育重點和方法的問題;執(zhí)法規(guī)范和實踐的問題是其成因中主要的具體問題。本文探討運用公共管理中決策理論的相關(guān)原則為出發(fā)點,提出對高校學(xué)生群體性事件的處置決策屬于非程序化決策范疇,并指出,在處置過程中,要把握好情報信息、輿論導(dǎo)向、動態(tài)環(huán)境相結(jié)合,注重處置在小;把握好政治效果、法律效果、社會效果相統(tǒng)一,注重政治效果最大化;把握好系統(tǒng)思維、剛?cè)岵?jì)、教育疏導(dǎo)相結(jié)合,注重慎用強(qiáng)制手段三個原則。
[Abstract]:There are still a large number of factors which influence the harmony and stability in the social development of our country. Maintaining the stability of colleges and universities is related to the overall situation of national development. It is an important task to maintain the stability of colleges and universities to control and solve the group incidents of college students. It is very urgent and necessary to strengthen the research on the relevant work strategies. This paper analyzes the basic situation, characteristics and formation reasons of college students' mass events in Shanghai in recent years. The interests appeal is more consistent, has strong resonance; the social influence is more extensive, has the stronger harmfulness; the expression way is more intense, has the strong irrational and so on characteristic. At the same time, the problems of making and implementing specific policies, the allocation and management of educational resources, the emphases and methods of legal education, and the law enforcement norms and practices are the main problems in the causes. Based on the relevant principles of the decision-making theory in public management, this paper puts forward that the decision making of college students' group events belongs to the category of non-procedural decision-making, and points out that in the process of handling, we should grasp the information. Public opinion oriented, dynamic environment combined, pay attention to the small; grasp the political effect, the legal effect, the social effect unifies, pay attention to the political effect maximization; grasp the systematic thinking, be firm and soft, combine the education with the guidance, Pay attention to the three principles of careful use of coercive means.
