【摘要】：重慶南川市公安局１９９８年８月大力開展了“雙改”、“雙聘”改革。市局黨委一班人，結(jié)合南川治安實(shí)際和隊(duì)伍建設(shè)狀況，堅(jiān)持實(shí)事求是的科學(xué)態(tài)度與開拓進(jìn)取的改革精神相結(jié)合，大膽地提出了“以人為本的思想”，走出了一條具有南川特色的改革之路。經(jīng)過(guò)近兩年的實(shí)踐，取得了較大的成功，調(diào)動(dòng)了積極性，激發(fā)了全局民警的活力，公安業(yè)務(wù)工作和隊(duì)伍建設(shè)都上了一個(gè)新臺(tái)階，達(dá)到了社會(huì)各界和人民群眾、黨委政府、公安機(jī)關(guān)和民警自身“三個(gè)滿意”的目的，，相繼獲得了重慶市優(yōu)秀公安局、全國(guó)優(yōu)秀公安局等光榮稱號(hào)，局長(zhǎng)唐建華受到江總書記等黨和國(guó)家領(lǐng)導(dǎo)人的親切接見。思考：國(guó)家和單位要研究出臺(tái)一些與任期相關(guān)的法規(guī)或辦法，用以規(guī)范和鞏固人事改革成果；
[Abstract]:In August 1998, Chongqing Nanchuan Public Security Bureau vigorously carried out "double reform" and "double recruitment" reform. A group of municipal party committees, in combination with the reality of public order in Nanchuan and the construction of the contingent, combining the scientific attitude of seeking truth from facts with the spirit of pioneering and enterprising reform, boldly put forward the "people-oriented thinking". It has set out a road of reform with the characteristics of Nanchuan. After nearly two years of practice, great success has been achieved, enthusiasm has been aroused, and the vitality of the overall police has been aroused. The professional work of public security and the building of the contingent have all reached a new level, reaching all walks of life, the masses of the people, and party committees and governments. The "three satisfactory" goals of the public security organs and the police themselves have successively won the glorious titles of the Chongqing Municipal excellent Public Security Bureau and the National excellent Public Security Bureau, and Director Tang Jianhua was cordially received by General Secretary Jiang and other party and state leaders. Thinking: the state and the unit should study and issue some regulations or measures related to tenure of office to standardize and consolidate the achievements of personnel reform;
