湖南省縣級公安機關警務績效管理評估機制構建研究

【摘要】: 隨著我國政治和經(jīng)濟體制改革的不斷深化,我國公安機關體制和隊伍的改革正在不斷加強,特別是近幾年來,如何推進警察管理的科學化、合理化,日益成為值得關注的問題。作為其核心內容的績效評估機制研究,更是成為問題的重中之重。而目前在理論上,對如何有效開展績效評估,還論述得不多。因此,本文試圖通過調查和研究,構建一個比較科學合理的警務績效管理評估機制,以期在實踐中對公安部門更好地提高工作成績發(fā)揮一定的促進作用。 本文首先介紹了論文的研究背景、研究意義、國內外研究的現(xiàn)狀,并對我國及湖南省縣級公安機關目前的績效評估機制現(xiàn)狀進行了綜合和分析,同時剖析了現(xiàn)有評估機制中存在的問題,建立了調查的理論基礎。然后,對警務績效評估機制的內涵、建立的基本原則、警務績效的相關要素進行了分析,并以行為錨定等級法為考核的基本方法建立了湖南省縣級公安機關警務績效評估機制。再次,以湖南省益陽市桃江縣公安機局做為應用研究對象,在分析了該公安機關的基本概況的情況下,將已建立的評估模型應用于個案機關的績效測評中,形成了發(fā)展的戰(zhàn)略地圖。最后,結合個案機關的應用,探討了該績效評估機制建立之后在我省縣級公安機關運用中可能存在的障礙并提出了解決方案。
[Abstract]:With the deepening of the reform of political and economic system in our country, the reform of public security organs and ranks is being strengthened constantly. Especially in recent years, how to promote the scientific and rational management of the police has become a problem worthy of attention day by day. As its core content, the research of performance evaluation mechanism has become the most important problem. But at present, in theory, how to carry out the performance appraisal effectively, also does not discuss much. Therefore, this paper attempts to establish a more scientific and reasonable police performance management evaluation mechanism through investigation and research, in order to play a certain role in promoting public security departments to improve their work performance in practice. This paper first introduces the research background, research significance, the current situation of domestic and foreign research, and analyzes the current performance evaluation mechanism of county public security organs in Hunan Province. At the same time, the existing problems in the evaluation mechanism are analyzed, and the theoretical basis of the investigation is established. Then, the connotation of police performance evaluation mechanism, the establishment of the basic principles, the relevant elements of police performance are analyzed, and based on the behavior anchoring grade method, the police performance evaluation mechanism of the county public security organs in Hunan Province is established. Thirdly, taking the bureau of public security machine of Taojiang County, Yiyang City, Hunan Province as the applied research object, after analyzing the basic situation of the public security organ, the established evaluation model is applied to the performance evaluation of the individual organ. A strategic map of development was formed. Finally, combined with the application of the case organ, this paper discusses the possible obstacles existing in the application of the performance evaluation mechanism in the county public security organs of our province and puts forward some solutions.
